Context

In 2015 Oyu Tolgoi LLC (OT), the Umnugovi aimag and the partner communities of Khanbogd, Manlai, Bayan-Ovoo and Dalanzadgad soums (the Parties) signed a Cooperation Agreement seeking to record and agree a transparent basis for their continuing relationship, respect and support for each other’s interests and sustainable socio-economic development in the Umnugovi area. As part of their agreement, the Parties have undertaken to establish a “Gobi Oyu” development support fund (DSF) as an ‘Independent Legal Entity’ under the Law of Mongolia on Non-Governmental Organisations.

The “Gobi Oyu” DSF will manage the discretionary funds contributed to the DSF by Oyu Tolgoi to support sustainable development in the Umnugobi Aimag. It will identify and select appropriate project and programs to benefit from disbursements of financial support from these discretionary funds. The “Gobi Oyu” DSF will specifically seek to improve the wellbeing and capacity of Umnugobi Aimag communities by supporting projects and programs that target social infrastructure and the expansion of broad-based economic participation in the Umnugobi Aimag.

The “Gobi Oyu” DSF will be governed as an independent body, separate from Oyu Tolgoi LLC and the Umnugovi government, guided by its Board and the principles, functions, powers and disbursement policies set out in the Cooperation Agreement and any further policies and guidelines adopted by the DSF Board from time to time.

A key role in the “Gobi Oyu” DSF’s governance framework and execution plan is the role of Executive Director. This position will report directly to the Chairperson and members of the DFS Board. Executive Director

Applications are invited (from outside and within Oyu Tolgoi LLC) for the role of Executive Director of the “Gobi Oyu” Development Support Fund (DSF), to be based in Dalanzadgad, Umnugobi aimag.

The primary purpose of the role is to be responsible for the day-to-day management of the DSF in accordance with authority granted by the DSF Board. The Executive Director will work closely with, and report to, the DSF Chair and Board.

Role Accountabilities

  • Implement and manage the strategies, plans and budgets approved by the “Gobi Oyu” DSF Board, and assist the Board to design such strategies, plans and budgets.
  • With the support of the “Gobi Oyu” DSF Secretariat, be accountable for official documentation and correspondence relating to the DSF to ensure all decision-making processes are adequately recorded and documented.
  • Work closely with the “Gobi Oyu” DSF Chair and Custodial Trustee to ensure all “Gobi Oyu” DSF Charter and Mongolian legal requirements are followed.
  • Receive Proposals to the “Gobi Oyu” DSF seeking funding for community projects and programmes. Ensure the submissions are processed according to agreed DSF procedures, presented according to eligibility criteria at DSF Board meetings and dealt with according to DSF Board decisions. Communicate with applicants and formally advise them of the status of their submissions.
  • Maintain a register of Proposals to and Grants by the DSF: their status and the overall state of forward commitments for projects and programs funded or committed by the DSF.
  • Manage the administration and implementation of any agreements and arrangements the DSF enters into as directed by the DSF Board.
  • Work closely with the Cooperation Agreement Relationship Committee Secretariat to review Proposal eligibility and that proper advice is given to the DSF Board on the merits of Proposals accordingly to strict eligibility and preference criteria set out in the DSF Charter.
  • Ensure the DSF Board and the Cooperation Agreement Relationship Committee work closely together to monitor the progress of approved projects and programmes against agreed criteria, offer support where required and report any critical issues to the DSF Board.
  • Provide discussion papers, from time-to-time, on subjects requested by the DSF Board.
  • Represent the DSF publically, including at key conferences and seminars, as directed by the Board.
  • Manage the assets of the DSF, including disbursement of funds, within the authority provided by the DSF Board and specifically agreed with the DSF Chair.
  • Other responsibilities conferred by the DSF Board from time to time, consistent with the DSF Charter and the law.

Qualifications and Experience

  • Qualifications in Financial Management, Business Administration or similar
  • At least 5 years’ working experience at executive and management level
  • Excellent knowledge of Umnugovi governmental and socioeconomic context
  • Good network amongst Umnugovi stakeholders
  • Good knowledge of the Cooperation Agreement and implementation processes
  • Experience in working with NGOs and donor agencies, with a good working knowledge of their operation and management
  • Appreciation of business integrity and ethics, and sensitivity to probity principles including governance issues, conflicts of interest, transparency and high standards of professional documentation
  • Excellent interpersonal and verbal/written Mongolian communication skills
  • Mongolian native language skills and at least mid-level English language skills
  • Demonstrated leadership and organizational skills
  • Demonstrated knowledge of budgeting systems and financial regulations
