“Oyu Tolgoi” LLC (the ‘Company’) would like to invite all potential experienced contractors to submit their Expression of Interest in relation to the construction of the Underground Material Handling System and Ventilation Works Stage 1 and Stage 2 of the Oyu Tolgoi Underground Project.
[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]
Given the overall construction duration of the two packages (refer section 4 of Attachment A), the current consideration is that Stage 1 and Stage 2 will be awarded as separate Contracts; with Stage 2 being awarded closer to the commencement of the Stage 2 Works. However, the Company is open to understanding the synergies and benefits that a combined award may bring and should the contractor consider that it has the necessary experience and resources to execute both Stage 1 and Stage 2 as a combined contract; it should advise accordingly identifying the benefits.
Following submission and assessment of the submitted EOIs, the Company Representative plans to issue tender documents for Stage 1 in Q2 2017 to a select tender list. Award of this contract is scheduled for Q1 2018.
As part of the Stage 1 tender document, information pertaining to Stage 2 will be included to enable Tenderers to further articulate to the Company cost, schedule and execution methodology impacts of a combined award.
The contractor will be required to carry out all of, but not limited to, the following Works:
Scope description:
The Works comprise concrete, structural, architectural, mechanical, piping, electrical, communication, instrumentation, management and procurement activities for the construction, installation and pre- commissioning of the “Underground Material Handling System and Ventilation” Works and the commissioning support for these facilities.
Two crushing and conveying systems, plus an underground ventilation system will be executed to coincide with the production Stage 1 and Stage 2 respectively. The First Draw Bell is scheduled to be achieved in May 2020 and completion of the Works by April 2022.
The Materials Handling System is a civil, structural, mechanical, piping and E&I project, executed within an underground environment, and comprises the installation of:
- two gyratory crushers;
- apron feeders;
- nine conveyors, ranging from 100m to around 2.5km length, with about 10km in total length for all conveyors;
- eleven transfer chutes;
- conventional and GMD drives, drive stations and take-up equipment;
- electrical rooms, interconnected services and control networks;
- fire suppression and detection systems;
- integration into an existing jaw crusher circuit
via selectable ore flow diversion; and - integration into an existing surface level coarse ore
stockpile and overland conveyor discharge system.
Installation of the crushing station and associated discharge conveying equipment will commence from around -1300m EL, with final discharge at around 50m EL. The contractor will be required to install tagged equipment supplied by the Company, as well as supply and install a variety of bulk and completion materials. Equipment and installation standards shall comply with the relevant IEC and Mongolian regulations.
The contractor is encouraged to consider the involvement of local Mongolian entities for the provision of materials, services and manpower, through direct engagement or joint venture processes.

Interested and experienced suppliers are invited to submit their EOI by attached “EOI submission checklist” and must include/attach, as a minimum, the following documentations / information:

Any interested contractor who is not registered in Oyu Tolgoi Supplier Qualification and Master Supplier (SQMS) Database must register at http://ot.mn/register-as-a-supplier-en/?eoi and must provide the registration ID on the “EOI submission checklist”.
