“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Labor Supply of HME Operator for Tailings Construction.
[An
EOI is only a preliminary step to a formal tender process to understand
and identify whether there are potential suppliers in the market that
are interested in and capable of satisfying the procurement needs]
The service provider will be required to carry out all of, but not limited to, the following work
Scope description:
In
order to support the successful construction and implementation of Oyu
Tolgoi’s Tailings Storage Facility (TSF) plan for next 3 years, the
company requires to have qualified service provider for supply
experienced and qualified HME operators to support the TSF Construction
at Oyu Tolgoi Site. The Company, and more specifically Mine Operations
Department will retain overall supervision and project management duties
remain with the Company.
Additional 30 seasonal HME operators are required to work in coming next two and half years. (21 Months)
The work will be continued during the on-season (temperature above 0 Celsius) time as below table.
All operators have to be qualified and experienced to operate below mentioned HME:
- Excavator (CAT-365C, Liebherr-964,954)
- Front end loader (Komatsu WA600)
- Tracked Dozer (Komatsu-375, CAT-D8, D6)
- Compactor (CAT-825C)
- Compactor (Bomag)
- Grader (CAT16H)
- Haul Trucks (CAT-770,773, Komatsu-785)
All
personnel must be appropriately skilled trades people, with adequate
training and experience to operate the mentioned HME models.
- Operators must have at least 2 years of relative work experience
- All operators must have valid certificate that certifies their HME operating skills. Driving licence class C, M and B
Relevant
CVs or Resumes should be submitted for the Company’s review
highlighting the personnel you intend to supply as part of the Services.
Interested and experienced suppliers are must include/attach, as a minimum, the following documentations / information:
Mandatory documents:
- State registration certificate (copy)*
- HSE policy & procedures (copy)*
- Business Code of Conduct (copy)*
- Brief introduction of company
- Ownership/ shareholder information
- Executive team structure/ introduction
- Organization structure, total manpower

Mandatory Scope specific documents:
- Scope specific experience & Previous experience in related field
- Company introduction (including information of related experience and financial capability, experience of personnel, capability)
- Key Personnel information includes list of potential operators, CV’s and copies of operator licenses
- Client reference letter (at least two)
Any interested supplier who is not registered in “Oyu” Supplier Database must register at https://oyu-supplierdatabase.ot.mn/.
EOI submissions can be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 02 December 2020.
Important notice:
- The
Company is only seeking Expression of Interest from potential suppliers
and makes no representation or promise in relation to procuring work
from a supplier or suppliers. - The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
- The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
- The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
- There will be no Questions and Answers provided during the EOI process.
