Equipment Rental Services for TSF Cell 2 Foundation

Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Equipment Rental Services for TSF Cell 2 Foundation Work”.

[An
EOI is only a preliminary step to a formal tender process to understand
and identify whether there are potential suppliers in the market that
are interested in and capable of satisfying the procurement needs]

The service provider will be required to carry out all of, but not limited to, the following work

Scope description:

In
order to support the company requirement to complete preparation work
of new Tailings Storage Facility (TSF) for next 3 years, the company
requires to have qualified service provider for supply required
construction equipment and HME operators under the rental program.

TSF
preparation work shall be conducted during above 0 degrees Celsius
environment. And the equipment rental service is expected to be
continued total 18 months for next 3 years. Next three years there are
lot (8.2Ml tn) earthwork required for in order to commission Cell#2 on
time, including foundation preparation, clay liner, starter embankment,
cut of walls, diversion trenches.

The Company, and more
specifically Mine Operations Department will retain overall supervision,
quality control and project management duties remain with the Company.

1. The Service Provider shall provide following equipment along with designated operators:

2. The Service Provider shall provide following personnel:

  • Total
    57 trained and experienced HME (19 operators per shift) operators
    required to complete the project. (at least 2 years of relative work
    experience)
  • All operators must have valid certificate that certifies their HME operating skills
  • All dig unit and support equipment operators must have Mongolia class-M driving license
  • All haul truck operators must have Mongolian class-C driving license
  • Operators to have completed relevant operational training for the equipment to operate
  • 3 Team leaders must have at least 2 years of relative work experience
  • 3 HSE officers must have relative work experience

3: The Service Provider shall provide the following as part of the scope of services:

  • All mobilization, delivery to site, commissioning and decommissioning will be performed by service provider
  • Execution
    of maintenance activity for PM services, scheduled minor and major
    maintenance and breakdown maintenance in as per equipment manufacturer
    manual and standards
  • Provision of competent and certified maintainers to perform all maintenance activities and to conduct maintenance tasks.
  • The
    Service Provider should have maintenance shop that locates nearby OT
    site (outside of OT license area) and provide required maintenance
    tools.
  • The Service Provider to supply all required parts,
    consumables, major components, tyres and GET’s required to equipment
    services and maintenance. And Service Provider also must manage parts
    inventory at the maintenance shop.
  • Offsite inspection of equipment will be required prior to any engagement

Interested
and experienced suppliers are invited to submit their EOI and must
include/attach, as a minimum, the following documentations /
information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Brief introduction of company
  • Ownership/ shareholder information
  • Executive team structure/ introduction
  • Organization structure, total manpower

Mandatory Scope specific documents:

  • Scope specific experience & Previous experience in related field
  • Company introduction (including information of related experience and financial capability, experience of personnel, capability)
  • Key Personnel information includes list of potential operators and maintainers
  • Detailed list of equipment (includes photos, current condition, state certificates)
  • Client reference letter (at least two)

Any interested supplier who is not registered in “Oyu” Supplier Database must register at https://oyu-supplierdatabase.ot.mn/.

EOI submissions can be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 03 December 2020.

Important notice:

  • The
    Company is only seeking Expression of Interest from potential suppliers
    and makes no representation or promise in relation to procuring work
    from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
