Supply of HDPE pipes, coupling, and fittings

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite all potential experienced suppliers to submit their Expression of Interest in relation to supply of “HDPE Pipes, coupling, fittings”.

The supplier will manufacture, supply, warehouse and deliver the estimated quantities of pipes, couplings and fittings in Annexure 1. The estimates provided are for a five (5) year period.

Key in determining bidders for Pipe and fittings will be those companies that are committed to building local capability and capacity within Mongolia with specific focus in the Umnugobi, specifically:

  • Commitment to develop local manufacturing in Mongolia
  • Warehousing and distribution center through a local South Gobi delivery facility
  • Provision of QA/QC plans to ensure quality including raw material inputs
  • Demonstrated financial strength (balance sheet), ownership structure, leadership and management
  • Commitment to carry a minimum of 2 months of stock
  • Provide companies health, safety and environment procedures and standards

The potential suppliers must submit the following documents:

  • Supplier introduction (less than 5 pages)
  • Copy of company registration certificate including copy of company charter
  • Company organization/ ownership structure information including all major shareholders and percentage of ownership
  • Special licenses, where applicable
  • Key existing and past customers of HDPE Pipes, coupling, fittings (copy of references/ evidence)
  • If Supplier is not manufacturer, experience of the supplying HDPE Pipes, coupling, fittings (References or Evidence)
  • Identity the options for local manufacturing
  • If supplier is a manufacturer, factory information (production capacity, actual production)
  • Supplier’s financial statement (last 3 years)
  • Product catalog – type of products available specifically for HDPE Pipes, coupling, fittings
  • HSE policy, procedure and plan
  • QA/QC policy, procedure and plan
  • Information for ability to provide continuous improvement
  • Commitment to develop Local capability

Note: The Company will require any potential Suppliers who will be shortlisted in this “Expression of Interest” to be either a registered entity in Mongolia or who will be willing to commit to establish a Mongolian registered business or appointing a Mongolian agent.

The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.

Please submit your proposal prepared in English and/or Mongolian via OTUGRFxBox@ot.mn (subject: HNL1-M-1329–manufacture and supply of “HDPE Pipes, coupling, fittings”) before 5pm, (Ulaanbaatar time) 27 October 2016.

The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date. The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company. “Oyu Tolgoi” company will contact only the candidates who are qualified/shortlisted for the further process.

It is required for interested parties to complete registration process at http://oyutolgoi.achillesapac.com/en/, if not registered in “Oyu Tolgoi” company’s Master Supplier Database.
