We have interviewed Ms. Tselmeg.E, Superintendent Recruitment at Oyu Tolgoi LLC.
Oyu Tolgoi is creating many jobs. So what are the impacts of this on households and Mongolian economy in a broader way?
The development of Oyu Tolgoi project is the biggest ever in the history of our country. In that sense, it provides nationals with extensive employment opportunities. As of today, about 9250 national employees work under the project’s construction phase and 1650 of that are Oyu Tolgoi LLC employees. We provide our employees with remuneration package which is compatible in the Mongolian labour market. Receiving such amount of salary by working in our home country is another advantage of the project. The project engages in improving livelihoods of many people, not only our employees but their 3-4 family members in an indirect way. Plus, if we add employees of our contractors and suppliers and their family members into that number, the total number of people getting benefits from the project will turn even greater. For one job created at Oyu Tolgoi, four extra jobs are expected to be created in the labour market. Of course, it is clear that a world class project like Oyu Tolgoi will certainly have positive impacts on family livelihoods as well as on Mongolian economy.
There is an understanding among some people that only expatriates held senior or executive positions but offers junior level for Mongolians. Do Mongolians are represented in senior management level? What is the percentage of current Mongolian nationals to all employees?
Currently, more than 85% of the total workforce of Oyu Tolgoi LLC and 60% of Oyu Tolgoi project are nationals. As the majority of the workforce consists of nationals, Mongolians as well are involved in the project management. When Oyu Tolgoi achieves the first production, some 90% of the workforce will be replaced by Mongolians and no less than 50% of the total engineers within five years and no fewer than 75% of the total engineers within 10 years will be filled with Mongolian nationals. From Oyu Tolgoi LLC’s Mongolian employees, 3 people hold Vice President level positions. In addition, more than 20 Mongolians work in department manager level and 31 Mongolians in mid-level supervisory roles.
What do you say about the satisfaction of the individuals employed and the workforce stability?
As I said earlier, our company seeks to maintain the competitive remuneration practices that will attract, promote and retain competent employees. Our low rate of employee separation and employee’s voluntary transition to other companies clearly shows the satisfaction of our employees. As for national employees, they enjoy working with expatriates from different countries at the same level operating world class techniques and technology. They are also proud of being a part in building a word class project. Besides, trainings and activities to develop employees and their professional skills are carefully taken into consideration. We have recently rolled out a new Employee Initiated Education Assistance policy. Our employees are sent on international assignments to Rio Tinto’s world class mines in United States, United Kingdom and South Africa.
If it is not confidential, could you please tell us how many people to be recruited by Oyu Tolgoi LLC this year? It might be interesting for our readers.
It is fine to tell. Oyu Tolgoi LLC is to create approximately 1600 jobs for 2012. As of June, 2012, we have recruited around 700 individuals of that. We are planning to fill the rest of 900 positions within 2012 which means individuals will be able to apply for the above number of vacancies to be advertised.
Many people want to get a job at Oyu Tolgoi LLC. There is also rumor that applicants need to bribe 2-3 million tugrugs. Can the selection process be fair enough?
First, I should emphasize that we don’t accept any bias through personal relations. We ensure fair and transparent recruitment practices where all applicants are provided with equal opportunities. Please also be advised that we don’t employ or work with any mediating organizations or individuals to recruit our workforce. It seems that some people waste time trying use their connections or seeking assistance from an influential person in order to get a job at our company before actually checking our vacancy announcements, collecting necessary materials and applying for a suitable position. There is really no need to do that. We recommend you to apply as directed in vacancy announcements. To ensure fair recruitment process, we don’t let the decision to be made by one individual. The selection committee consisting of 3-4 members representing relevant department and Human resources make the final decision.
Where individuals can get the vacancy related information? Is it made open to public? What would be your advice to those who are interested in applying for a job at Oyu Tolgoi?
We publicly advertise our open job vacancies in 12 daily newspapers such as Daily News, Today, and Century News and on our website www.ot.mn and other Mongolian websites, including the Labour Exchange Central Office website. Applicants are able to see the recruitment process of their position on the company website upon application close date. By the way, I should inform that the company is going to participate in the Job Fair, organized by Mongolian – German Bridge NGO from May 11-12. So anyone who is interested in attending the event to be held at Mongolian Youth Union Office are welcome to come around and get detailed information for your answers from our recruiters. After carefully reading our vacancy announcements, interested individuals can apply for multiple positions that match his/her preference, qualification and work experience at the same time. Moreover, please also note that in case you have not been selected to the position you applied, you can still apply for other positions at our company. It is recommended to applicants to do some researches on the position they applied in advance and come to their job interview ready to fully express themselves. English language skills are also required due to role specific. As Oyu Tolgoi LLC provides fair employment practices where individuals are selected based on their skill and competency, I would simply advise individuals who want to be selected to focus on improving their skills and qualifications.
Some applicants claim that they receive no responses to their submitted applications. Is it possible to improve the response and feedback process?
The company advertises various positions on frequent basis. We receive approximately 40-50 applications and sometimes even 300-400 applications for one position. In that regard, it is currently impossible to us to contact with every single applicants for detailed information and we mention it on our vacancy announcements. After the application close date is passed, we contact with short listed applicants from the first round within 7-14 days on average. Then, following completion of the selection process for certain position, emails are to be sent to the all unqualified applicants narrowed down during the selection process. In the future, we are planning to make the recruitment and selection process an online based process. The feedback system will be improved by the time.
