“Oyu Tolgoi” LLC (the ‘Company’) would like to invite all experienced potential insurers to submit their Request of Quotation in relation to supply of “Supply of professional support to implement the Health, Safety and Environmental legal Obligation and conduct the Environmental Audit”. More details described in the Attachment to this announcement.

The Company is requesting insurers to provide its price for the 4 service scenario and general service requirements are shown in the attachments.

The potential insurers must provide the followings:

• Company Registration certificate
• Appropriate licenses required for the implementation of this project.
• Company introduction / brochure;
• Information of previous experiences and References from clients;
• Introduction of qualified manpower/ key personnel and organization chart, if applicable;
• Quotation

The Company is only seeking Request of Quotation from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.

Attachment

PURPOSE: Amendment DEIA of the Permanent Airport -2011 accordance with DEIA new standard and template.

ROLE AND TASKS: Basically, Environmental Impact Assessment requires the following five steps.

• Baseline Environmental Impact Assessment:

-Review OT’s existing environmental baseline documentation.

-Provide a summary of expected changes reflected in the new Assessments Table of Contents and upcoming OT.

-Prepare relevant sections according to BEIA

-Potentially perform field studies (the scope to be agreed with OT owner):

-Flora & Fauna

-Soil and air quality

– Water quality

-Chemical and waste disposal

-Other risks to be assessed

-Gather and summarize Environmental geographic data

• Obtain conclusion from Ministry of the Green Development and Tourism:
• Develop Addendum Details of the Environmental Impact Assessment Study:

-The contractor will submit an application from general environmental impact assessment including BEIA to MEGDT.

– GEIA conclusion status the timeframe of DEIA should be approved, by so the contractor should finalize the DEIA report before deadline and submit to MET for seeking state approval.

-In order to develop BEIA into DEIA, the contractor needs to update BEIA according to GEIA recommendations.

-Organize community meeting seeking proposal on DEIA amendments.

-Prepare draft of report in line with by DEIA law and regulations.

-Develop final report incorporating input from OT LLC, particularly Environmental Monitoring Program needs to be finalized with OT LLC

-Obtain approval of DEIA from Ministry of Green Development and Tourism.

• Obtain Ministry’s approval on DEIA:
• Complete quality translation from Mongolian to English:
• General requirements:
• Expected results and indicators: The following deliverables are expected from the service provider

-The consulting company shall arrange for obtaining the approval on DEIA within agreed timeframe with OT.

–Translate the approved DEIA from Mongolian to English-all sections and appendices should be

translated and provided to OT HSEC.

-Collect OT feedback and reflect in the DEIA translation

-Finalize the translation to highest quality

-Provide soft and hard copies of the report to OT

– National accredited professional organization authorized to conduct the Environmental Impact Assessment and experts with relevant experience in the working environment appropriate fields.

• Amendment DEIA on Gunii Khooloi groundwater resource approved by MET, meeting legislative requirements, technically sound, in Mongolian, native file format, pdf format and bound reports (two copies).
• High quality translation of DEIA report to English in native file format, pdf format and bound reports (two copies).
• Conclusion from Ministry of Environmental, Green Development and Tourism from screening the EIA –original copy.
• Updated Oyu Tolgoi Environmental Baseline study with Consultant’s stamp-meeting legislative requirements, technically sound, in Mongolian, native file format, pdf format and bound reports (two copies).
