Sustaining capital engineering and construction management services

Oyu Tolgoi LLC (the ‘Company’) would like to invite all potential suppliers to submit Expression of Interest in relation to supply of “Sustaining capital engineering and construction management services”

The Service provider will be required to provide capital engineering and construction management services for a period of 3 to 5 years, which broadly comprises of, but not limited to, the following works:

• Engineering and Estimation
  • Provide engineering and estimation services at the beginning of requested projects
  • Provide material requirements and construction specifications if required
  • Civil/structural, mechanical/piping, and electrical/instrumentation disciplines will all be required, in addition to project engineers
  • Coordinate with requesting operational department, ensuring fit for purpose and cost effective engineering solutions, as well as up front agreement on scope
  • Assist operational management in identifying and engineering options for debottlenecking and optimization of current process facilities.
  • Drafting and drawing certification services for all operational projects and updates/as-built drawings as requested.
  • Coordinating with Company’s permitting group ensuring proper design approval and construction permits in place before the commencement of constructions
• Construction Management
  • Schedule and control of activities required to construct buildings, civil works, mechanical or piping enhancements, electrical cabling or re-wirings, ad/or instrument controls, etc. Coordinate with Owner procurement and finance teams for scheduling and control activities. Coordinate with Owner operational teams to ensure smooth interaction with operations activities, or properly coordinated shutdowns if necessary. Manage requested change orders as necessary, attempting to minimize schedule and budget impacts.
  • On site construction management services, including oversight of multiple contractors. Coordinate with owner’s team on selecting and training contractors. Provide QA/QC engineering to ensure compliance with material and workmanship specifications. Provide HSE oversight for all jobs, ensuring compliance with all OT HSE standards. Work with contractors and owner’s team to solve day to day problems that may arise in construction jobs. Construction progress shall be closely monitored and periodically reported to owner’s team.
• Labor Supply
  • Supply of suitably qualified and experienced personnel for performing engineering and construction management services for the Company’s sustaining capital projects at its mine site.

Eligibility Criteria:

• The applicant should have the necessary expertise and financial capabilities to execute large scale provision of services in a remote location.
• The ideal applicant will have previous experience providing engineering and construction management services of similar size and scope in remote locations and should have been in operation for at least one year at the date of submission of the application.
• The applicant should have demonstrated experience providing large scale engineering and construction management services to mining or civil projects.
• The achievement of Mongolian participation is of significant importance to the Company and the applicant should demonstrate a history of local participation on past projects, domestic or foreign, although not necessarily in Mongolia.
• The Company is not averse to potential bidders forming a joint venture for provision of the services if, in their opinion, would improve the bidders proposal and provide value to the Company

The potential service providers must submit the following documents:

1. Official expression of interest to participate in tender
2. Company Certificate
3. VAT Payer Certificate;
4. Engineering and Construction Service Licenses;
5. Company Charter;
6. Specify the location of your organization or company head office.
7. Specify the location of all your organization or company offices, locally and internationally (if applicable).
8. Specify your organization or company structure and ownership.
9. Specify the total number of staff employed. Provide an organization chart, identifying senior partners/directors and other staff.

Suppliers who have experience in executing above mentioned works are invited to submit an Expression of Interest documents prepared in in English and Mongolian to RFxBox@ot.mn (subject: WS708235280- Sustaining Capital Engineering and Construction Management Services) prior to 5:00 pm (Ulaanbaatar time), 28 March 2016.

The Company reserves the right to refuse any documents which is incomplete or submitted after the specified date. The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company. The Company will contact only the candidates who are qualified / shortlisted for the further process.
