“Oyu Tolgoi” LLC (the ‘Company’) would like to invite all qualified suppliers to submit their Expression of Interest in relation to supply of “Medical Services” for up to 3 years.
The medical service is comprised of two parts: A and B.
Part A:
The supplier will be performing following major activities, but not limited to, as a scope of the medical services for the Company:
- Provision of medical service on site including following activities, but not limited to:
–Emergency care – Assessment and immediate treatment of serious illness or injury and requisition of medical evacuation for the above circumstance, if necessary
–Primary Care: Providing clinic access and service for minor illness or injury including assessment, treatment, and regular follow-up of all cases until complete resolution, and ensuring appropriate referral of cases which have not been resolved to appropriate clinics and hospital to ensure complete resolution.
–Occupational Health: Carry out Pre-Employment & Periodic Medical check on site and review of fit for work statements, investigating – under the direction of Work Site management – suspected occupational illnesses and injuries, and educating the workforce about health hazards and the proper use of personal protective clothing and equipment. Providing medical surveillance and rehabilitation as required
– Promotion and education of health including following activities, but not limited to:
§Advising employees on general matters relevant to their health/well-being, presenting information to employees on healthy lifestyle or other topics,
– Organizing and/or participating in community health and wellness educational programs.
- Provision of site clinic management including following activities, but not limited to:
-Providing day to day operation of the clinic including
- administration,
- tracking and reporting data on clinic utilization,
- hygiene inspections,
- recording occupational illnesses and injuries according to applicable laws and regulations and under guidance of Work Site management,
- Maintaining a detailed and factual record of all medical cases and provision of preventative program(s) to common and/or serious cases based on the record analysis,
- Maintaining patient confidentiality.
- Provision of required medication and medical supplies including following activities, but not limited to:
-Ordering, supplying and monitoring inventory of required medications and medical supplies, and maintaining a controlled drug register in compliance with applicable laws
-Proper disposal of waste including biohazards and sharps
- Maintenance of equipment:
-maintaining all medical equipment properly and on regular basis, accordance with the required guidance, to ensure working order,
- Medical Evacuation and Repatriation Services including following activities, but not limited to:
- Liaison with most appropriate available onshore and/or offshore, where required, medical personnel for emergency evacuation and repatriation services and resources, and accurate documentation of incidents both medical and aviation, and of all treatment
- Ensuring that all the appropriate transport (ground and air) means are available in case of an emergency including availability of all required medical equipment are functional within the manufacturers’ specification for the medical evacuation services and assistance with site and travel risk analyses and travel management,
- Required services for emergency evacuation and repatriation to be arranged such as travel, visa and accommodation arrangements, psychological support, translation, legal, etc.
Part B:
Medical service in Ulaanbaatar city: The medical service will be provided in UB for expat employees and their family members, approximately 200-300 people. The medical service comprises of the following but not limited to:
- Diagnosis, treatment and emergency/first aid care to expat employees and their family member in the Clinic.
- Assistance with health/well-being safety instructions for all new arrivals in UB
- Medical evacuation and support, arrangement of transportation, and travel management in conjunction with the services, if required
- A good interface with other medical facilities for emergencies, diagnostics and specialist referral beyond the scope of the Clinic.
- Vaccination if necessary
General Requirement:
-Service provider should have the necessary and qualified expertise in providing the required medical services and financial capabilities to execute the provision of services for approximately 2000 people annually at site (only for part A),
-Service provider must have at least 3 years’ experience in provision of such medical services,
-Ability to communicate effectively in Mongolian and English,
-Majority of the workforce must be able to communicate with patients in sufficient English, especially doctors and nurses (only for part B),
-Service Provider must have medical facilities in UB in accordance with relevant standards (only for part B),
-Clinic hours are 12 hours per day and 7 days per week. Staff remains on call 24 hours per day and must be available and fit to respond at all hours. Staffing requirements should consider this provision and provide the necessary redundancy to cover days off and other required leave. (only for part A)

below:– 1x Clinic manager (+5 years’ experience)
– 1x Flight paramedic (+3 years’ experience)
– 5x Doctors (+5 years’ experience) including a doctor specialized in Occupational
health– 5x Nurses (+3 years’ experience) including a nurse specialized in
Occupational health– 3x Receptionists/ administrator
– 1x Pharmacist (+3 years’ experience)
– 1x Laboratory technician (+3 years’ experience)
– 1x X-ray technician (+3 years’ experience)
– 1x Infection control officer (+3 years’ experience)
– 1x First aid trainer (+3 years’ experience)
- Ability to respond to underground medical emergencies following adequate orientation and familiarization provided by the Company and with appropriate escort.
- Note: Interested companies can apply for one or both parts of the scope.
