Consultancy, permitting and design author service for “Oyu tolgoi Central heating plant” expansion

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite all potential experienced service providers to submit their Expression of Interest in relation to provision of “Development of Feasibility Study of Central Heating Plant (CHP) Expansion and Consultancy service for obtaining special license to construct CHP Expansion” and “Design Author’s service for CHP Expansion”. The consultancy service includes below two sections and service provider will be required to carry out all of, but not limited to, the following works:

1. Development of Feasibility Study of Central Heating Plant (CHP) Expansion (materials will be provided in English) and Consultancy service for obtaining special license to construct CHP Expansion:

1.1 Prepare feasibility study for the CHP expansion and introduce the feasibility study to the Science and Technology Council meeting of energy sector;

1.2 Consult and obtain special license to construct CHP expansion (total capacity 58 MW) from Energy Regulatory Committee.

(Note: Total installed capacity of existing OT CHP are 72 MW (2x29MW + 2x7MW) and total installed capacity of CHP expansion shall be 58 MW (2x29MW coal fired boilers)

2. Provide Design Author service for CHP Expansion

2.1 Translate and conduct engineering review of Design Drawing (including As-Built)

2.2 Liaise with following government authorities to obtain Design Drawing approvals but not limited to:

  1. National Emergency Management Agency (NEMA);
  2. General Agency for Specialized Inspection (GASI)
  3. Energy Development Centre (EDC)
  4. Construction Development Centre (CDC) if required;
  5. Other if required

2.3 Liaise with OT Underground Project permitting Team to gain clarification on technical matters related to the design deliverables during the translating and permit approval process

2.4 Design Author inspection during construction process and participate in the State Commissioning

The service provider shall have following special licenses at minimum, but not limited to:
Special license items from Energy Development Centre;

– 03.9.1 Feasibility study development and detail design development of 0.1-100 MW Energy Source;

– 03.9.3 Feasibility study development and detail design development of electricity transmission line and substation 0.4 – 35 kV;

– 03.9.5 Feasibility study development and detail design development of Boiler with pressure below 0.7-40 kgx/sm2;

– 03.9.9 Feasibility study development and detail design development of pipeline and Heat Distribution Centre with pressure below 0.7-40 kgx/sm2;

– 03.9.11 Feasibility study development and detail design development of equipment for pressure below 40 kgx/sm2.

Special license items from Construction Development Centre:

1.2 Construction design drawing license, including

– 1.2.2; 1.2.4; 1.2.5;

1.3 Engineering design drawing license, including

-1.3.1;

  1. The potential service providers must submit the following documents:
  2. Company introduction / brochure;
  3. A Copy of Company/Supplier’s Registration certificate;
  4. Information of previous experiences of same service and Reference letters from its clients;
  5. Special licenses from the government competent authorities;
  6. Introduction of qualified manpower/ key personnel;
  7. Other supporting documents.

The Company is only seeking Expression of Interest from potential service providers and makes no representation or promise in relation to procuring work/service from a service provider.

The Company stresses the importance of Mongolian participation in any contract(s) for this scope of work. The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date. The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company. “Oyu Tolgoi” company will contact only the candidates who are qualified /shortlisted for the further process. It is required for interested parties to complete registration process at http://oyutolgoi.achillesapac.com/en/, if not registered in “Oyu Tolgoi” company’s Master Supplier Database.
