Oyu Tolgoi Catalyst Fund for Khanbogd Development NGO overview:

The Oyu Tolgoi Catalyst Fund for Khanbogd Development (OTCF) was established to develop and catalyze investment in the Khanbogd Soum. Oyu Tolgoi LLC (OT) will contribute US$50 million over the next 5 years to implement elements of the Khanbogd Soum Center ‘Master Plan’, a comprehensive community development plan made in collaboration with Umnugobi Aimag government, Khanbogd Soum government, OT and Ministry of Construction and Urban Development (MCUD) of Mongolia.

The OTCF is a registered and independent non-profit legal entity. Its purpose is to support and facilitate the development of Khanbogd Soum center to evolve into a sustainable town with a safe and family-oriented atmosphere and improve the wellbeing and quality of life of the local community.

Job Purpose

The Finance Officer will be responsible for the management all financial functions including accounting, billing, reconciling, budget development and tracking, financial operations, finance personnel management, insurance coverage, management of legal requirements and developing projections on individual project budgets for the OTCF.

Primary Duties and Responsibilities*

The Finance Officer will perform below activities:

  • Oversee and manage all accounts, ledgers, financial software, and reporting systems ensuring policies and procedures are in compliance with appropriate standards and regulatory requirements.
  • Oversee and manage an inclusive process to establish an annual operating budget for the OTCF.
  • Provide the OTCF team with training in the areas such as budget development, budget management, fiscal accountability, and finance procedures.
  • Consistently develop and analyze financial data and present financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, and annual financial statements; monitor progress and changes and update the Executive Director and the Fund board on the OTCF’s financial status.
  • Provide strategic vision, planning and oversight of the OTCF’s financial outlook.
  • Oversee and manage the OTCF the Delegation of Financial Authority.
  • Work closely with the OTCF Executive Director to:
  • Manage organizational cash flow forecasting by working in partnership with each of the project leads and subsidiary leaders; collaborate to assess the financial efficacy of program operations and establish finance and administrative systems to support program operations
  • Work with external auditors to prepare and review audit schedules and annual reports of audit findings.
  • Oversee the process for identifying and evaluating opportunities for improved financial operations, recordkeeping and reporting.
  • Monitor investment and cash management accounts.
  • Manage organizational planning and development of operating and fund account budgets, and control expenditures against budget.
  • Maintain financial records and recordkeeping systems to ensure compliance with all regulations, generally accepted accounting practices and contractual requirements.
  • maintain, analyze, and interpret general ledgers for all funds; and;
  • manage the preparation and analysis of financial reports on a monthly and as needed basis

Qualifications

Education

  • University degree in Accounting or Finance
  • CPA or Accounting charter membership is preferred

Experience

  • 8 or more years of professional experience in Public or Private financial positions.

Proficiency in the use of computers for:

  • Word processing
  • Financial management
  • E-mail
  • Internet

Knowledge, skills and abilities

  • Knowledge of financial management.
  • Knowledge of all provincial legislation applicable to voluntary sector organizations including employment standards, human rights, occupational health and safety, and taxation.
  • Knowledge of current community challenges and opportunities relating to the KB Soum
  • Able to work in Khanbogd soum for short periods of time.
  • Proficient in both Mongolian and English.
  • Strong communication skills.
