The opportunity

We are looking for One (1)  Specialist Commissioning and Permitting in Oyu Tolgoi LLC – Underground EL & HL Construction Department based Oyu Tolgoi Site with 7 days on and 7 days off. This role is 1-years fixed term contract.

The purpose of Commissioning specialist is accountable for providing Permitting and Commissioning expertise to the EL/HL construction team and is responsible for supporting the handover, permitting process and commissioning activities for the relevant SOWs in accordance with the project plans and specifications and to achieve effective performance in accordance with detailed projects and schedules within the designated time frame and budget.

What the role entails:

  • Perform hands on work for all phases of the project pertaining to the permitting and commissioning activities in underground and on surface.
  • Ensure compliance to the OT HSE and Quality Management Plans
  • Show outstanding leadership and commitment to HSE and Quality
  • Ensure all personnel and contractor staff participate in the identification and elimination of hazards
  • Immediately report and assist with the investigation of all incidents
  • Liaise directly with Oyu Tolgoi related team leaders to assist in coordinating contractor support for commissioning activities.
  • Assist in enabling a successful handover of the EL/HL Construction/Commissioning works to the Oyu Tolgoi mine production and operation team.
  • Ability to manage and coordinate across multiple work fronts and multiple disciplines including subcontractor supervision
  • Assist the project schedulers with the sequencing of scope activities and set logic to the schedule
  • Execute field works to plan, adjusting resourcing in line with schedule and milestone priorities in line with the Oyu Tolgoi commissioning team requirements.
  • Adhere to project construction schedule and ensure accuracy for both productive and non-productive time
  • Analyze schedule to determine critical path activities and communicate priorities to the revelant team
  • Ensure critical system handovers outside normal hours are planned and communicated to maximize schedule opportunities
  • Complete final work pack sign-off verifying completion of the defined scope of work
  • Investigate and assist with the management of design and construction deficiencies
  • Monitor and audit all construction progress including MDR and ITP compliance
  • Coordinate contractors on state commissioning and assist with permitting
  • Monitor and audit all state commissioning documentation
  • Provide continuous guidance to construction team members on Oyu Tolgoi commissioning team priorities.
  • Attends and provides input to the contractors throughout the process of construction completion turnover to startup.
  • Provides recommendations to priorities and activities of startup work scope.
  • Reviews and comments on startup schedules and startup packages to track Startup completion and progress.
  • Reviews and comments on startup procedures and activities as required.
  • Reviews and comments on lockout/tagout (LOTO) system.
  • Participates in the weekly site coordination meeting and chairs as necessary.
  • Spoken and written English and Mongolian a requirement for this role.

What you will need for this role

  • Bachelor’s degree in engineering undergraduate or equivalent or higher education obtained through Engineering degrees or diplomas from academic college or universities.
  • At least 3 years relevant experience, or otherwise the significant practical experience and on the job training.[2]
  • Good English language verbal and written skills
  • Good computer skills including proficiency in the use of Microsoft Excel and Office suite.
  • Ability to work with project management team in preparation of reports and documentation Demonstrate high levels of stakeholder management and communication skills
  • Producing engineering design on AutoCAD, SolidWorks on previous job is highly recommended
