Oyu Tolgoi Catalyst Fund for Khanbogd Development NGO overview:

The Oyu Tolgoi Catalyst Fund for Khanbogd Development (OTCF) was established to develop and catalyze investment in the Khanbogd Soum. Oyu Tolgoi LLC (OT) will contribute US$50 million over the next 5 years to implement elements of the Khanbogd Soum Center ‘Master Plan’, a comprehensive community development plan made in collaboration with Umnugobi Aimag government, Khanbogd Soum government, OT and Ministry of Construction and Urban Development (MCUD) of Mongolia.

The OTCF is a registered and independent non-profit legal entity. Its purpose is to support and facilitate the development of Khanbogd Soum center to evolve into a sustainable town with a safe and family-oriented atmosphere and improve the wellbeing and quality of life of the local community.

The opportunity

The hard infrastructure unit at the OTCF is dedicated to delivering high-quality construction projects that meet the needs and expectations of stakeholders while adhering to the high standards of safety, efficiency, and sustainability.

We are seeking a dynamic and experienced (1) Construction engineer with a strong background in construction project management and ownership to join our team and contribute to the successful execution of our projects.

As a Construction Engineer, you will play a pivotal role in overseeing the successful execution of construction projects from inception to completion. Your expertise will be instrumental in delivering projects on time, within budget, and in accordance with the high quality standards.

Primary Duties and Responsibilities

The Construction Engineer is responsible for the following tasks, but not limited to:

Project planning and control:

  • Collaborate with the project team, and other stakeholders to develop project plans, technical specifications, and designs.
  • Apply your in-depth knowledge of construction methods, materials, and techniques to ensure optimal project design and feasibility.
  • Monitor the work plans, methods, schedules, BOQ, budget, and materials list developed by the contractor and EPCM consulting team.

Construction Project Management:

  • Support the project team with project management including resource allocation, scheduling, cost estimation, contracting, and risk assessment.
  • Support in implementing effective project management methodologies to ensure smooth project execution.
  • Coordinate EPCM consulting team and contractors on daily basis. Monitor and oversee project progress, identifying potential delays, challenges, and opportunities for improvement.
  • Take a lead role in reviewing OTCF Construction Management procedures and related documents, getting them approved, ensuring the procedures are implemented in practice and revising/adjusting as required.

Construction Project Owner:

  • Support the project team as a project owner to understand and empathize with stakeholders needs, expectations, and priorities.
  • Provide strategic insights and recommendations based on your experience to enhance project outcomes and success.

Quality assurance and compliance:

  • Monitor and approve construction work quality control plans to ensure that the work meets the industry standards, regulations, and procedures. Report quality controls and develop and implement a plan to correct as required.
  • Monitor the approvals of materials list.
  • Monitor compliance with all relevant regulations, codes, and safety protocols.

Team/Stakeholder Collaboration:

  • Facilitate effective communication between all stakeholders to ensure project milestones are met.
  • Build and maintain strong relationships with relevant stakeholders including contractors, subcontractors, and project staff, addressing their concerns, providing regular updates, and fostering a collaborative and efficient work environment.

Project reporting:

  • Monitor daily and regular reports of the hard infrastructure’s projects.
  • Maintain accurate project documentation, including progress reports, change orders, RFIs, and other project-related documentation.
  • Attend the projects regular meetings.

Qualifications

  • Bachelor’s degree in Construction Engineering, Civil Engineering or a related field. Master’s degree and/or Professional Engineer license is a plus.
  • Minimum 8 years of demonstrated experience in Construction field including project management and project controls with a proven track record of successfully delivering complex projects. Project Management Professional (PMP) certification is a plus.
  • Demonstrated experience in the construction tender and implementation of international projects is a plus.
  • Demonstrated experience of commissioning construction projects.

Knowledge, skills and abilities

  • Ability to work on construction drawings and relevant project software.
  • Strong knowledge of construction methods, materials, and techniques.
  • Strong knowledge of the industry regulations, codes, standards, and procedures.
  • Excellent problem-solving skills and the ability to make sound decisions under pressure.
  • Ability to work independently and as part of a team.
  • Ability to make effective communications between various stakeholders.
  • Sound written and verbal communication skills both in English and Mongolian.
  • Able to work in Khanbogd soum for short periods of time.
