The Oyu Tolgoi Catalyst Fund for Khanbogd Development (OTCF) was established to develop and catalyze investment in the Khanbogd Soum. Oyu Tolgoi LLC (OT) will contribute US$50 million over the next 5 years to implement elements of the Khanbogd Soum Center ‘Master Plan’, a comprehensive community development plan made in collaboration with Umnugobi government, Khanbogd Soum government, OT and Ministry of Construction and Urban Development (MCUD) of Mongolia.
The OTCF is a registered and independent non-profit legal entity. Its purpose is to support and facilitate the development of Khanbogd Soum center to evolve into a sustainable town with a safe and family-oriented atmosphere and improve the wellbeing and quality of life of the local community.
The opportunity
We are seeking one (1) Community Engagement Officer responsible for designing and implementing outreach programs, serve as the key liaison between the Oyu Tolgoi Catalyst Fund and the community to ensure our initiatives and projects meet the community needs and expectations. The ideal candidate will have exceptional communication skills, a passion for community development, and a strong commitment to our organization’s mission.
Primary Duties and Responsibilities
The Community engagement officer is responsible for the following tasks, but not limited to:
- Community Engagement: Develop and implement engagement strategies that maximize community participation and foster a sense of community ownership in our initiatives. Organize and participate in community events, forums, and meetings to encourage dialogue and collaboration.
- Communication: Act as a liaison between the community and the organization under the supervision of the Soft Infrastructure Manager, facilitating transparent and effective communication. Ensure community inquiries and concerns are addressed promptly and thoroughly.
- Outreach: Create and implement outreach programs aimed at increasing community awareness and engagement in our initiatives and services. Collaborate closely with other team members to ensure these programs are well-aligned with our organization’s mission.
- Partnership: Collaborate with local stakeholders, including community leaders, non-profit organizations, and government agencies, to align efforts and maximize positive community impact. Build and maintain strong relationships with community members, service and delivery agencies and stakeholder groups.
- Reporting: Regularly report to the Soft Infrastructure Manager on community engagement initiatives, duties and feedback, the progress of community programs, and any identified issues or opportunities.
- Other duties: Facilitate information sharing and connection with local support services relevant to the community development portfolio, including monthly publication, website and social media platforms. Attend relevant community development projects including support with day-to-day operational matters such as correspondence, budget and records management. Undertake basic manual handling tasks and perform additional tasks as needed.
Requirements
- Bachelor’s degree in Community Development, Social Work, Public Relations, or a related field.
- Developed community development skills, including experience working with youth and other diverse range of the community groups.
- 5 or more years of professional experience in Communication and Community engagement or similar roles
- Able to commit regular travels to Umnugovi province and work in Khanbogd soum for short periods of time.
Knowledge, skills and abilities
- Proven work experience as a Community engagement officer or similar roles
- Strong interpersonal skills and relationship-building approach
- Knowledge of local community issues and needs
- Proficiency in social media and other communication channels and technologies
- Ability to work independently and as part of a team
- Ability to work as part of a team to deliver positive outcomes for the community
- Excellent written and verbal communication skills both in English and Mongolian
