Procurement process

In order to become OT supplier, you need to register in OT Supplier Database “Oyu” which is open to
any interested entities and free of charge. Please go to section “How to engage with OT” and you
will find a link “Register as a supplier”.
Potential supplier has to meet OT minimal criteria to be eligible to take part in bidding process
meaning that supplier is prequalified by answering HR, Business Integrity and HSE and submitting
supporting documents via “Oyu” Supplier Database.

You don’t need to come to OT office and present your products/services, you can send information on
your products and services by email procurement@ot.mn.

Suppliers wishing to submit their intent to participate in competitive tenders or to supply services
to OT will be subject to pre-qualification to process which is initial part of OT Supplier
Qualification process. This process is embedded in Oyu Supplier Database. A successful
pre-qualification result would enable the suppliers to be informed of tender announcements and to
move onto the full qualification phase when supplier is fully engaged with OT.

Oyu Tolgoi operation’s procurement team collaborated with 838 suppliers in 2019, of which 564 are
national businesses that account for 76 per cent of total operations procurement spend.

It is important to understand the difference between EOI and Tender. It is common that suppliers get
confused about these two procurement terms.
Expression of Interest: An EOI is only a preliminary step to a formal tender process to understand
and identify whether there are potential suppliers in the market that are interested in and capable
of satisfying the needs of the business.
Tender: Tender activity takes place after EOI is completed. Based on suppliers’ submitted materials
for EOI participation, Oyu Tolgoi Procurement team shortlists the number of EOI responses and build
a Bidders List. Then these shortlisted suppliers receive tender invites via Ariba system.

Depending on the feature of the products and services the total procurement process time can be
varying from 1 to 90 days.
