Supply of thermal insulation blanket, sleeves and flexible hose covers for heavy mining equipment

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Supply of thermal insulation blanket, sleeves and flexible hose covers for heavy mining equipment”. (Please see attached document for detailed information)

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

The service provider will be required to carry out all of, but not limited to, the following work:

Scope description:

The Company operates a large fleet of Heavy Mobile Equipment (HME) at the Site to support its day to day surface mining operations.

In order to support the safe and successful operation and maintenance of critical mining equipment, the company requires to have qualified supplier provider for supply high quality lagging system detailed below and attached document. The high-quality lagging systems (heat shields, blankets, heat resistant sleeve and flexible covers) provide a physical barrier that shields hot surfaces like exhaust pipes, mufflers, turbochargers, manifolds, high pressure hydraulic hoses, supply hoses of fuel tank and hydraulic tank.

1. The Supplier shall provide following goods

a) Fire blanket: Lag the turbocharger, exhaust piping, exhaust manifold and muffler in the engine bay by heat blanket

b) Heat resistant sleeve or tape: Lag the high pressure hydraulic, oil hoses in the engine bay by heat resistant sleeve or tape

c) Heat resistant hose cover: Lag the high-pressure hydraulic hoses by flexible cover to prevent oil spray entering the engine compartment hot surfaces

d) Heat resistant hose cover: Lag the supply hoses of fuel and hydraulic tank by heat resistant sleeve or tape

2: The Supplier shall provide the following services as part of the scope:

a) Execution of onsite installation of fire blankets on heavy mining equipment

b) Provision of competent and skilled technicians to perform onsite installation of fire blankets.

c) Technical support by providing technical data sheet of lagging system, installation instruction, information of service team, maintenance & operational manual and parts books.

3: The lagging system shall be supplied for following equipment:

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations / information:

Mandatory documents:

• State registration certificate (copy)*
• HSE policy & procedures (copy)*
• Business Code of Conduct (copy)*
• Brief introduction of company
• Ownership/ shareholder information
• Executive team structure/ introduction
• Organization structure, total manpower

Mandatory Scope specific documents:

• Scope specific experience & Previous experience in
  related field
• Company introduction (including information of related
  experience and financial capability, experience of personnel, capability)
• Information and technical
  data sheet of proposed products and solution
• Client reference letter
  (at least two)

Any interested supplier who is not registered in “Oyu” Supplier Database must register at https://oyu-supplierdatabase.ot.mn/.

EOI submissions can be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 31 August 2022.

Important notice:

• The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
• The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
• The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
• The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
• There will be no Questions and Answers provided during the EOI process.
