“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to consultancy service on Oyu Tolgoi Feasibility Study 2023 (OTFS23).
An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs.
The Supplier must be an accredited organization or legal entity who has the authority to provide services in geology, mine study, research and design that is advised by the Consultant Engineer of Mongolia in related field.
Scope description:
The feasibility study of Oyu Tolgoi’s copper-gold deposits that include MV-006709, MV-015526 and MV-015226 license areas, also named as Oyu Tolgoi Feasibility Study 2023 or OTFS23, is being updated as per related regulations valid in Mongolia. Therefore, the Company is seeking accredited supplier which has the certificate to develop the mining feasibility study in accordance with the “Regulation on establishing general requirements for scoping studies, pre-feasibility studies and feasibility studies and receiving the feasibility study reports” approved by the Order No. 74 dated April 17, 2012 by the head of the Minister of Mineral Resource and Energy. The Company shall prepare the initial draft of the OTFS23 report. The scope consists of three main deliverables including report finalization/submission, engagement with experts, and acceptance by Mineral Professional council. The main tasks include the followings but not limited to:
- provide professional expertise on development of OTFS23 chapters and any other processes throughout the project, until Mineral Professional Council acceptance,
- high quality technical translation service from English to Mongolian and Mongolian to English on OTFS23 report chapters, appendices, supporting materials, presentations etc. in professional and timely manner under time pressure,
- provide oral translation upon request during engagement progress with the experts’ panel.
- OTFS23 report conversion into Mongolian standard,
- effective engagements with the appointed experts, project parties, and being able to make constructive changes,
- provide strategic roadmap and mitigate risks and issues time to time,
- legal and compliance support to ensure processes and entire project stages are following the regulating law and guidance,
- Mineral Professional Council discussion and handover of OTFS23.
Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations / information:
Mandatory documents:
- State registration certificate (copy)*
- Mining Feasibility Study accreditation certificate (copy)*
- HSE policy & procedures (copy)*
- Business Code of Conduct (copy)*
- Audited Financial statement from last 3 years (copy)*
- Brief introduction of company (copy)*
- Ownership/ shareholder information such as Company charter (copy)*
- Executive team structure/ introduction (copy)*
- Organization structure & Total manpower (copy)*
* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.
Scope specific documents:
- Scope specific experience;
- CV of the consultants proposed for the project;
- Customer reference (at least 2) if applicable
Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.
EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 12 August 2022 .
Important notice:
- The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
- The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
- The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
- The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
- There will be no Questions and Answers provided during the EOI process.
