Labor supply for mining equipment shutdown services

Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Labor Supply for Critical Mining Equipment Shutdown Services”.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

The service provider will be required to carry out all of, but not limited to, the following work

Scope description:

The Company operates a large fleet of Heavy Mobile Equipment (HME) at the Site to support its day to day surface mining operations. The Company has a requirement to execute a continues program in order to complete necessary mining equipment repair, maintenance, service and overhaul to the mining equipment fleet.

In order to support the successful maintenance of mining fleet and the support equipment at OT site, the company requires to have qualified service provider for supply experienced and qualified mechanical labor and manpower resources to support the major and minor maintenance and shutdown program at OT site. The Company, and more specifically the Mine Maintenance Department will retain overall supervision to deliver the shutdown program and project management duties remain with the Company.

QUALIFICATION REQUIREMENTS

All personnel must be appropriately skilled trades people, with adequate training and experience to work on the Equipment. Personnel engaged in the Services shall have experience working with heavy mining equipment and it is preferable that this experience is with the mining equipment.

• Post-secondary or equivalent education obtained through degrees, certificates (e.g. apprenticeship or trades certificate) or diplomas from academic or vocational training centres.

• Maintenance Service, Engineering or relevant discipline is preferable.

• At least 3 years relevant working experience for leadership role

• Will be responsible to provide frontline leadership as leading, planning, managing and advising on effective implementation and performance of functional unit operation in line with the company policies and procedures to achieve the department’s objectives and targeted plan.

• The supervisor monitors and provides Heavy mobile equipment maintenance as leading team and the equipment reliabilities, assigning team to daily tasks and monitoring of safe working method.

Mechanic

• Relevant experience typically achieved through vocational trainings and equivalent practical experience or on-the-job training.

• Be able to read, follow and understand OEM technical literature e.g. Hydraulic schematics and parts books

Relevant CVs, qualification and training certificates should be submitted for the Company’s review highlighting the personnel you intend to supply as part of the Services.

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations / information:

  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Financial statement from last 3 years (copy)*
  • Brief introduction of company
  • Ownership/ shareholder information
  • Executive team structure/ introduction
  • Organization structure, total manpower

Scope specific documents /mandatory/:

  • Scope specific experience & Previous experience in related field
  • Company introduction (including information of related experience and financial capability, experience of personnel, capability
  • Key Personnel information includes list of maintenance personnel, CV’s and copies of licenses
  • Customer reference (at least 2)

Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 24 January, 2022.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
