Labor Supply for Critical Mining Equipment Shutdown Services

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Labor Supply for Critical Mining Equipment Shutdown Services”.

EOI is only a preliminary step to a formal tender process to understand
and identify whether there are potential suppliers in the market that
are interested in and capable of satisfying the procurement needs]

The service provider will be required to carry out all of, but not limited to, the following work

Scope description:

The
Company operates a large fleet of Heavy Mobile Equipment (HME) at the
Site to support its day to day surface mining operations. The Company
has a requirement to execute a program of major and minor shutdown works
in 2021 in order to complete necessary mining equipment repair,
maintenance, service and overhaul to the HME equipment listed in Table
1.

In order to support the successful operation and maintenance
of critical mining fleet and the support equipment at OT site, the
company requires to have qualified service provider for supply
experienced and qualified mechanical labor and manpower resources to
support the major and minor maintenance and shutdown program at OT site.
The Company, and more specifically the Open Pit Mobile Maintenance
Department will retain overall supervision to deliver the shutdown
program and project management duties remain with the Company.

EQUIPMENT IN SCOPE / SHUT PROGRAM

The Company’s copper critical fleet of mobile equipment is included for in the 2021 shutdown program as follows:

LABOR WORKFORCE

The Service Provider must provide all necessary personnel to complete the works including, but not limited to:

All
personnel must be appropriately skilled trades people, with adequate
training and experience to work on the Equipment. Personnel engaged in
the Services shall have experience (minimum 3 years) working with heavy
mining equipment and it is preferable that this experience is with the
above mentioned HME models.

Relevant CVs or Resumes should be
submitted for the Company’s review highlighting the personnel you intend
to supply as part of the Services.

Interested and experienced
suppliers are invited to submit their EOI by, as a minimum, the
following documentations / information:

Mandatory documents:

• State registration certificate (copy)*
• HSE policy & procedures (copy)*
• Business Code of Conduct (copy)*
• Financial statement from last 3 years (copy)*
• Brief introduction of company
• Ownership/ shareholder information
• Executive team structure/ introduction
• Organization structure, total manpower

Scope specific documents /mandatory/:

• Scope specific experience
• Company introduction (including information of related experience and financial capability, experience of personnel, capability
• Information and qualification details of maintainers and CV’s
• Customer reference (at least 2)

Any interested supplier who is not registered in “Oyu” Supplier Database must register at https://oyu-supplierdatabase.ot.mn/.

EOI submissions can be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 4 December 2020.

Important notice:

• The
  Company is only seeking Expression of Interest from potential suppliers
  and makes no representation or promise in relation to procuring work
  from a supplier or suppliers.
• The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
• The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
• The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
• There will be no Questions and Answers provided during the EOI process.
