Repair Service for HME Radiator and Coolers

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to “Repair Service for HME Radiator and Coolers ”.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

The service provider will be required to carry out all of, but not limited to, the following work

Scope description:

The Company operates a large fleet of Heavy Mobile Equipment (HME) and ancillary, support equipment at the Site to support its day to day surface mining operations.

In order to support the successful operation and maintenance of mining equipment at OT site, the company intends to have qualified service provider for provide offsite repair services for radiator and cooler.

The potential service providers will be required to provide following services:

  • Provide different types of radiator and cooler repair services according to OEM manufacturer standard
  • Provide repair services for Mesabi, CAT, Komatsu, Liebherr radiator and coolers
  • Service provider required to have capable workshop facility in Ulaanbaatar or South Gobi
  • Service provider should have trained and qualified technician and engineers.
  • Build sufficient stock for required parts and consumables required for repair at by vendor
  • The potential supplier shall meet following general requirements for repair service and workshop

General repair tasks and requirement:

  • Service providers must have an adequate experience for repairing radiator and coolers
  • Repair service must meet with appropriate international quality and equalling or bettering OEM requirement.
  • Carry out disassemble through OEM procedure and failure investigation of component
  • Provide failure report for approval
  • Complete service within agreed service period, Technician are must be qualified and trained
  • OEM procedure must be followed to complete repairs with high quality
  • Provide test and assemble report to ensure component is fully functional prior to shipping
  • NDT person must have level II certified.
  • Ensure warranty on all maintained components and provide service in accordance to warranty procedures if required
  • Pack in correct and proper standard, ensure no damage during transportation and storage

Requirements for workshop:

  • Shop must be equipped with adequate maintenance tools
  • Adequate lighting system and heating system
  • Repair shop equipped with overhead crane
  • Accurate dust and moisture level control
  • Workshop must be fitted out with proper and serviceable tooling for carrying out repairs
  • Workshop must have good demarcation and safety signage
  • Lifting equipment must be registered and certified by governing body
  • Electrical equipment must be registered and certified by governing body
  • High pressure tools must be inspected before use at regular intervals
  • Disassemble area and correct mechanical tools (compressor high pressure)
  • Assembly, testing, painting and packing area
  • Parts storage in correct condition / Warehouse
  • Must have NDT testing, Welding and Painting procedure

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations / information:

Mandatory general documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Financial statement from last 3 years (copy)*
  • Brief introduction of company
  • Ownership/ shareholder information
  • Executive team structure/ introduction
  • Organization structure & Total manpower

Mandatory Scope specific documents:

  • Scope specific experience for radiator repair
  • Company introduction (including information of related experience and experience of personnel, capability)
  • Detailed Information of repair facility and warehouse
  • Information, qualification and certificates for key maintenance personnel
  • Distributor certificates
  • Customer reference (at least 2)

Any interested supplier who is not registered in “Oyu” Supplier Database must register at https://oyu-supplierdatabase.ot.mn/.

EOI submissions can be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5pm, (Ulaanbaatar time) 02 April 2020.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
