Waste Management and Facility Maintenance Services

Oyu Tolgoi” LLC (the ‘Company’) would like to invite all potential experienced contractors to submit their Expression of Interest in relation to performance of waste management and facility maintenance services.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

The contractor will be required to carry out all of, but not limited to, the following works:

Scope description:

The Contractor must supply all items (including all management, labour, material, plant and equipment) and execute all Services, including those that are not expressly mentioned in the Contract but which are necessary for the satisfactory Completion and Performance of the Services, without adjustment to the Contract Price.

1. Waste Management Services

The Contractor will be responsible for the day to day activities of waste management in accordance with the Contract Specifications and Procedures across the construction Site, which include the following:

  • supply and operation of suitable industrial waste management trucks with roll on, roll off waste skips/bins, with a capacity between 5-7m3;
  • supply of waste skips/bins between 5-7m3 suitable for trucking:
    • Blue – for plastic & cans;
    • Red- oily rags (not mixed);
    • Yellow- paper; and
    • Green- general waste
  • supply
    and operation of suitable industrial waste management trucks with roll on, roll
    off waste skips/bins, with a capacity between 11-16m3;
  • supply
    of waste skips/bins with a capacity between 11-16m3 suitable to for trucking:

    • Blue – for
      plastic & cans;
    • Red- oily
      rags (not mixed);
    • Yellow- paper;
      and
    • Green- general
      waste.
  • supply
    of support labour such as spotters;
  • transferring
    waste from construction Site to the Company’s designated disposal point and
    returning waste skips/bins to construction site;
  • signage
    on waste skips/bins identifying type of waste the bin is for;
  • sign
    posting and barricading of bins (where required);
  • daily
    and weekly reporting of waste quantities from specific areas;
  • development
    of a collection schedule and updating as required;
  • induction
    into all relevant Work areas prior to conducting Services; and
  • repairs,
    servicing and maintenance of all Plant and Equipment, provided for the
    Services, including bins.

The Contractor will be responsible for managing
the following types of waste:

  • steel;
  • timber;
  • plastics; and
  • general waste (office waste, paper and cardboard packaging).

2. Facility Management Services

The Contractor will be responsible for day to day activities as Directed by the Company Representative to undertake, miscellaneous repairs, maintenance, and servicing (with the exception of cleaning) of Construction facilities such as office’s, ablutions, weather havens and other buildings in accordance with the Contract Specifications and Procedures. These Services will include the following:

  • supply of suitably qualified and trained Personnel with appropriate tooling and equipment to undertake the following activities;
    • repairs and maintenance of ablution facilities including such as the repair and or replacement of toilet seats, door latches, toilet roll holders, cisterns, lighting and taps; and
    • repairs and maintenance of weather havens, offices and other buildings, including such things as the repair and or replacement of furniture, door latches, electrical goods, power/IT points, lighting, water coolers and taps;
  • These Services will be conducted on an as needed basis as Directed by the Company Representative.
  • The Contractor will be required to maintain on hand an approved list of spares, replacement parts and sundry items in order to undertake services in a timely manner.

Interested and experienced suppliers are invited to submit their EOI by attached “EOI submission checklist” and must include/attach, as a minimum, the following documentations / information:

Mandatory documents:

  • State registration certificate (copy)*;
  • financial statement from last 3 years (copy)*;
  • brief introduction of company; and
  • completed pre-qualification Questionnaire along with associated documents.

Scope specific documents:

  • Scope specific experience;
  • Customer reference (at least 2); and
  • Special licenses, if applicable (copy).

Any interested supplier who is not registered in Oyu Tolgoi Supplier Qualification and Master Supplier (SQMS) Database must register at http://ot.mn/register-as-a-supplier-en/?eoi and must provide the registration ID on the “EOI submission checklist”.

EOI submissions to be prepared in English and sent to OTUGRFxBox@ot.mn with subject “CW2099877/T – Waste management and facility maintenance services, Company name, Email No.” before 5pm, (Ulaanbaatar time) 26 Oct 2017.

Important notice:

  • The Company is only seeking Expression of Interest from potential contractors and makes no representation or promise in relation to procuring work from a contractor or contractors.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date and time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no questions accepted nor answers provided during the EOI process.
