“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to supply of Water truck service for dirt road dust suppression in Tsogttsetsii soum.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in, and capable of satisfying the procurement needs]

The supplier will be required to carry out all, but not limited to, the following work:

Scope description:

Oyu Tolgoi LLC is planning to diversify its export routes by utilizing the Tsogtsetsii station of the Tavantolgoi–Zuunbayan (TT-ZB) railway for outbound transportation. This initiative includes activities to:

  • Implement dust and particulate control measures to mitigate emissions caused by the movement of copper concentrate convoys.
  • Carry out appropriate actions aimed at minimizing environmental and community impacts.

 

The service shall include the following:

  1. Water Trucks:
  • Supply one to two (1–2) fully operational water trucks equipped with misting systems that meet technical requirements..
  1. Drivers and Operators:
    • Provide experienced and certified drivers/operators to ensure consistent operation.
  2. Supervisor Assignment:
    • Assign one (1) supervisor responsible for:
      • Managing daily operations.
      • Monitoring task execution along designated routes.
      • Reporting directly to the Oyu Tolgoi project representative.
  1. Work Schedule:
    • Operate in 12-hour shifts aligned with convoy schedules.
  2. Service Continuity:
    • Ensure uninterrupted service throughout convoy rotations until all orders are fulfilled.
  3. Driver Support:
    • Provide food and accommodation for water truck drivers.
  4. Cost Responsibility:
    • Cover all expenses related to fuel, maintenance, and operation of the water trucks.
  5. Safety and Compliance:
    • Fully comply with all applicable safety protocols and road traffic regulations.

General requirements                                                                                           

This EOI is eligible for only Umnugovi suppliers. As per Oyu Tolgoi’s Supplier Development Policy, an Umnugovi supplier is a national supplier that is:

  • Registered in Umnugovi aimag;
  • Produces or supplies products or services within the Umnugovi aimag;
  • Advantages if it is based in Tsogttsetsii soum.
  • Any supplier who registered to Umnugovi aimag on or after the release of this Expression of Interest is not eligible, subject to the reference letter from the aimag/ soum government authority.

Interested and experienced suppliers are invited to submit their EOI with include/attach, as a minimum, the following documentation or information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Financial statement from last 3 years (copy)*
  • Brief introduction of company
    • Ownership/ shareholder information
    • Executive team structure/ introduction
    • Organization structure & Total manpower
  • Reference letter from Umnugovi aimag/soum government authorities to ensure the supplier is registered and operating from the aimag/soum.

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note on the EOI submission checklist.

Scope specific documents:

  •  Scope specific experience;
  • Customer reference, if available;
  • Water resource use agreement;
  • Licenses and permits for operating water truck(copy):
    1. Vehicle Registration Certificate
    2. Technical Inspection Certificate
    3. License to operate transportation services
    4. Driver’s Professional License
    5. Insurance Certificate.

 

Any interested suppliers who wish to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian or English per the requirement and must be submitted via “Oyu” Supplier database before 5.00 pm (Ulaanbaatar time), 11 August 2025.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or supplier.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company
  • There will be no Questions and Answers provided during the EOI process.
