Supply of Technical Verification Service for Pressure vessels

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Technical Verification Service for  Pressure vessels”.

 [An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

Scope description:

The supplier will be required to carry out all of, but not limited to, the following work:

The service provider will supply third-party technical verification services for Pressurized Vessels (PSV) used in mine site operations and will perform Non-destructive test (NDT test), internal and external inspection, pneumatic test, and PSV test on these PSVs. Oyu Tolgoi Mine site has 99 pressurized vessels.

The technical verification services include following PSVs:

• NDT testing
• Internal inspection
• External inspection
• Pneumatic test
• PSV testing
• Inspection report
• Recommendation report if non-conformance is detected during inspection.

Service standards & Compliance:

• All PSV testing services will comply with API Standard 527 Seat tightness of pressure relief valve standards.
• The service provider must maintain qualified technical staff and appropriate mechanical tools and test sets.
• Service provider must have 3.6 and 3.4.2 special permit/license obtained from the Ministry of Energy.
• Service provider must work complying the Procedure for the installation and safe use of PSVs – Appendix to Order No. 93 of the Minister of Fuel and Energy dated December 4, 2007.
• The service provider have a qualified person who has received training in the installation and safe use of PSVs. The provider must provide 1 professional engineer qualified by licensed agency/organization as “specialized at pressure vessels”. 1 NDT test engineer who has level#2 certificates of ultrasonic, penetrant, magnetic particle and radiographic and 1 PSV testing engineer who is able to test pressure safety valves and has enough field engineering experiences. Other required persons must have valid certificate to work on the pressure vessels.
• Environmental and safety regulations must be strictly followed during all procedures.

Required tools and test sets:  

• Portable PSV test bench (treat connection and flange connection set)
• NDT testing instruments and tools with its calibration certificates as per relevant standards
• Portable compressor which is able to generate pressure up to 25 bar
• Long enough hydraulic hose for sealing testing for pressure vessels
• Mechanic tool set
• Verification sticker machine
• Borescope camera for internal inspection.

Documentation and reports:

Upon completion of each technical verification service, the following documents must be submitted:

• Technical verification service detailed report (including photos and measurements, soft and hard copy)
• Insert technical verification brief information into the password of each PSV.

All technical verification services, inspections must conform to Mongolian relevant standards and regulations and OT/RT Standards and procedures.

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentation/information:

 Mandatory documents:

• State registration certificate (copy)*
• HSE policy & procedures (copy)*
• Business Code of Conduct (copy)*
• Audited Financial statement from last 3 years (copy)*
• Brief introduction of company (copy)*
  • Ownership/ shareholder information such as Company charter (copy)*
  • Executive team structure/ introduction (copy)*
  • Organization structure & Total manpower (copy)*

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

• Scope specific experience
• Customer reference (at least 2).

Any interested suppliers who wishes to participate in the EOI, must be registered in Oyu or OASIS supplier database. If you have not registered in “Oyu” database, please register to new OASIS system https://oasis.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via Oyu or OASIS supplier database system before 5:00 PM (Ulaanbaatar time), 18 September 2025.

 Important notice:

• The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
• The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
• The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
• The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
• There will be no Questions and Answers provided during the EOI process.
