Supply of Services to Manage and Operate Tree Nurseries established in Bayan-Ovoo and Manlai Soums of Umnugovi province

Oyu Tolgoi LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Services to Manage and Operate Tree Nurseries established in Bayan-Ovoo and Manlai Soums of Umnugovi province.

[EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs.]

Scope description:

The Supplier will be required to carry out all, but not limited to, the following work:

• Full management of the tree nurseries established in Bayan-Ovoo and Manlai soums. This includes:
  • Cultivating 250,000 seedlings per year, totaling 500,000 seedlings over two years. Species include saxaul, elm, tamarisk, and other native shrubs and semi-shrubs adapted to the Gobi region.
  • Managing and maintaining all equipment and machinery at the nurseries, ensuring operational readiness and timely repairs.
  • Ensuring the functionality and maintenance of wells and irrigation systems.
  • Implementing a systematic inventory and monitoring system to track ownership, quantity, condition, and quality of all materials and assets.
• Supporting the saxaul reforestation efforts in Bayan-Ovoo and Manlai soums by ensuring the availability of trained and experienced personnel and necessary equipment.
• Engaging a qualified botanist, forestry specialist, or consultant to oversee implementation, conduct monitoring, and prepare progress reports.
• Coordinating local workforce recruitment, ensuring that nursery and reforestation activities are staffed by residents from the respective soums.
• Providing 20,000 saplings annually free of charge to the local governments and communities of Bayan-Ovoo and Manlai soums.
• Developing a long-term financial and management plan to ensure the nurseries can operate independently and sustainably beyond 2028.
• Ensuring full compliance with applicable Health, Safety, and Environmental (HSE) laws, regulations, and standards throughout all operations.

General requirement:

• It would be an advantage if the interested company is a local entity based either in Bayan Ovoo or in Manlai soum.

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations/information:

 Mandatory documents:

• State registration certificate (copy)*
• HSE policy & procedures (copy)*
• Business Code of Conduct (copy)*
• Audited Financial Statement from last 3 years (copy)*
• Brief introduction of company (copy)*
  • Ownership/ shareholder information such as Company charter (copy)*
  • Executive team structure/ introduction (copy)*
  • Organization structure & Total manpower (copy)*

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

• Scope specific experience
• Customer reference (at least 2) if applicable
• Special licenses/permits (copy)
• Human Resources Policies and Procedures (copy)
• Training Capabilities.

Any interested suppliers who wish to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5.00 pm (Ulaanbaatar time), 31 July 2025.

Information session events will be organized according to the schedule below. We welcome any individuals or entities to participate openly (no prior registration required) related to the EOI process.

Important notice:

• The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier.
• The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date and time.
• The Company will not accept any EOIs stored in internet storage or on any other webpages and links.
• The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
• There will be no Questions and Answers provided during the EOI process.
