“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to supply of “Pine forestation for the Selenge province”.
[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs].
The supplier will be required to carry out all of, but not limited to, the following work
Scope description:
In alignment with the National Campaign “One Billion Trees,” Oyu Tolgoi LLC entered into a memorandum of understanding with the Ministry of Environment and Tourism and the Department of Forestry, the Implementing Agency of the Government of Mongolia, on 10 February 2023.
The Master Plan for implementing the National Campaign “One Billion Trees,” as detailed in the memorandum of understanding, outlines the afforestation and reforestation of degraded forest areas in Selenge province that are part of the national forest estate. The project involves the restoration and afforestation of pine forests on 1,060 hectares in Tushig soum and 400 hectares in Altanbulag soum, additionally 540 hectares area selection ongoing, for total 2000 hectares with proper maintenance, protection, and cultivation. Upon completion, the afforested areas will be handed over to local authorities. This includes planting bare root seedlings and seeds, maintaining, protecting, and cultivating the trees for three years, and subsequently handing over the afforested areas to the local authorities (refer to Table 1).

Service activities:
- Trenching/ground preparation with Tractor
- Seedlings hand planting with dibble bar
- After plant Irrigation of seedlings
- Assisted/Accelerated Natural Regeneration (ANR
- 1st year handling (irrigation, maintenance and protection)
- 2nd year handling (irrigation, maintenance and protection)
- 3rd year handling (irrigation, maintenance and protection)
- Handover reforested area to Oyu Tolgoi LLC, Local forestry unit and Forest agency after 3 years of handling.
Planned timing:
The proposed duration of the project is 3 years between 2025 and 2028.
General requirements for the seedlings and saplings:
MNS 6140: 2010. “Seedlings of woody and bushy species. Technical requirement”
- The height of grade 1 pine seedlings shall be 10 cm or greater and the root collar diameter shall be greater than 3.5 mm,
- The height of grade 2 pine seedlings shall be 12-15 cm and the root collar diameter shall be 2.6-3.4 mm.
Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations/information:

- Audited Financial statement from last 3 years (copy)*
- Brief introduction of company (copy)*
- Ownership/ shareholder information such as Company charter (copy)*
- Executive team structure/ introduction (copy)*
- Organization structure & Total manpower (copy)*
* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.
Scope specific documents:
- Scope specific experience
- Customer reference (at least 2)
- Special license for forestation and rehabilitate forest
- Key personnel, SME, CV
- Supplier’s owned equipment and machinery information.
Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.
EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5.00 pm (Ulaanbaatar time), 20 September 2024.

- The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
- The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
- The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
- The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
- There will be no Questions and Answers provided during the EOI process.
