Supply of Oyu Tolgoi Underground Mine External surveying measurement service

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Oyu Tolgoi Underground Mine External surveying measurement service.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs].

Scope description:

The Service provider will be required to carry out all of, but not limited to, the following work:

  • External surveying company will survey headings developed between January 1, 2022 to April 30, 2024 in Oyu Tolgoi Underground Mine.
  • Total length to be measured is 19.1 km. It can be reduced due to the availability of access during the survey.
  • Survey measurement includes the following:
    • APL – APEX LEVEL
    • UCL – UNDERCUT LEVEL
    • EXL – EXTRACTION LEVEL
    • RAL – RETURN AIR LEVEL
    • HLL – HAULAGE LEVEL
    • FAL – FRESH AIR LEVEL
  • Work duration on site is approximately 20 days on site, depending on the type of instruments used.

Surveying general requirements:

  • Calculate and report the total length in meters within the boundary for the development period in the areas where measurements have been taken.
  • The development advance will be calculated and reported according to the Development Reporting Process Flow.
  • Calculate and report the total volume within the boundary for the development period in the measured areas.
  • When calculating the volume of measurement work, the actual measurement volume is calculated and reflected in the report.
  • Surveying work data with DXF, LAS, XYZ, or DUF extensions, 3D solid with original coordinates, and the volume of the 3D solid to be measured using software will be handed over to the OT surveying team.
  • Measure heading advances and volumes calculated and compared with OT survey asbuilt using boundary strings provided of development between 2022 and 2024.
  • Measurement work and its processing should be reported in a timely manner.

Service provider requirements:

The service provider is required to:

  • Have relevant license/permit.
  • Have consulting engineer with a Ph.D.
  • Possess professional tools and equipment that meet the requirements of the OT company, fully certified by the geodesy laboratory.
  • Have a mobile scanner and the software to process its data provides an advantage.
  • Have previous experience in performing similar types of work.

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations/information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Audited Financial statement from last 3 years (copy)*
  • Brief introduction of company (copy)*
    • Ownership/ shareholder information such as Company charter (copy)*
    • Executive team structure/ introduction (copy)*
    • Organization structure & Total manpower (copy)*

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

  • Scope specific experience
  • Special licenses/permits (copy)
  • Certificates of tools, equipment and software (copy).

Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5.00 PM (Ulaanbaatar time), July 04, 2024.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
