Supply of Outbound Transportation Services for Copper Concentrate

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Outbound Transportation Services for Copper Concentrate.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs.]

The supplier will be required to carry out all of, but not limited to, the following work:

Scope description:

The Service provider is responsible for transporting the products from the mine to the customs-bonded warehouse in China, providing safe, efficient and reliable services.

Required equipment, permits, personnel

• Transportation Fleets and Trailers
  • The primary convoy shall consist of 8 transport fleets, each equipped with double trailers. Each trailer must have a minimum capacity of 40 tons, resulting in a total transport capacity of 640 tons per convoy.
  • In addition to the main convoy, one (1) additional transport fleet with double trailers must be reserved as a spare unit to ensure operational continuity.
• The transportation vehicles must meet the reliability, maintenance, and inspection standards of both the Government of Mongolia and Oyu Tolgoi.
• For used vehicles, there must be a documented history of timely maintenance and servicing.
• Adequate spare parts must be available for unexpected breakdowns and routine maintenance.
• A maintenance and repair center must be available along the concentrate transportation route.
• There must be a comprehensive maintenance plan, management system, and necessary tools and equipment.
• All transportation vehicles must be insured, covering potential damages, accidents, and liabilities during transportation.
• The service provider must have a valid international freight transport license or be fully capable of obtaining one (relevant documents must be attached).
• The team must have relevant experience:
  • An experienced management team
  • A trained and certified Health, Safety, and Environmental Protection (HSEP) team
  • Professional drivers with valid licenses
  • A skilled maintenance and repair team
• At least 75% of the core staff must be Mongolian citizens residing and working in Umnugovi province, or this requirement must be fulfilled by the end of 2025.

General requirements:

• This EOI applies only to Service Providers located in Umnugovi province. According to the supplier development policy, a ” Umnugovi Service Provider” refers to a national supplier who meets the following criteria:
• Must be registered in Umnugovi province
  • Must manufacture, supply goods, or provide services within Umnugovi province
  • More than 75% of the total core employees must be Mongolian citizens who live and work in Umnugovi province
  • The main office or branch of the organization that has a contract with Oyu Tolgoi LLC must be registered in Umnugovi province
• Any Service Provider that registers in Umnugovi province after the announcement of this EOI (Expression of Interest) based on a certificate from the Umnugovi aimag/soum (provincial/district) administration will be considered invalid.

An information session to this tender will be organized according to the schedule below. Interested individuals and businesses must register by OTProcurement@ot.mn.

*Please be noted that the number of participants from one EOI participant is limited by 2 people.

Interested and experienced suppliers are invited to submit their EOI with include/attach, as a minimum, the following documentation or information:

Mandatory documents:

• State registration certificate (copy)*
• HSE policy & procedures (copy)*
• Business Code of Conduct (copy)*
• Financial statement from last 3 years (copy)*
• Brief introduction of company

• • General introduction of company
  • Ownership/ shareholder information such as Company charter (copy)
  • Executive team structure/ introduction (copy)
  • Organization structure & Total manpower (copy)
  • Certificate issued by the local Umnugovi province /or soum administrative authority confirming that the company is registered and actively operating
• Statement of Debts and Reference letter from corresponding banks, MTA (Mongolian Tax Authorization), State Social Insurance General Office, General Executive Agency of Court Decision (copy)

Scope specific documents:

• Scope specific experience
• Customer reference (at least 2)
• Special licenses and permits (copies).

Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database.  If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5.00 pm (Ulaanbaatar time), 06 June 2025.

Important notice:

• The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
• The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
• The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
• The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company
• There will be no Questions and Answers provided during the EOI process.
