Supply of Ground transportation services

 “Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of passenger transportation services to/from airport.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs.]

Scope description:

The Service Provider will be responsible for delivering comprehensive ground transportation services for all Company employees and visitors at both the Oyu Tolgoi Minesite and the Ulaanbaatar office. This includes, but is not limited to, the following:

  • Provision of safe, reliable, and timely transportation services using vehicles fully owned and maintained by the Service Provider.
  • Deployment of qualified drivers and appropriate supervision of labor.
  • Use vehicles that undergo regular inspections, meet high technical standards, and ensure operational readiness, while complying with the following Mongolian national technical standards and regulations:
    • MNS 5012:2011 — Public Passenger Transport Service. Classification and General Requirements for Service (Mongolian National Standard).
    • Resolution No. 24 of 2022 by the Ulaanbaatar City Council — General Requirements for Passenger Transport Services and Vehicles.
    • MNS 5831:2007 — International Road Transport of Goods and Passengers.
  • Full compliance with the Company’s C3 Standard and Mass Transport Procedure — Age and technical requirements, as outlined in the attached documentation.

The Company invites qualified Service Providers to submit their EOI for the provision of these services. The Service provider must ensure that all transportation activities reflect a strong commitment to safety, punctuality, and customer service excellence.

Operational Requirements

To ensure smooth and uninterrupted operations, the Service Provider is expected to:

  • Establish effective communication with the Company’s transportation department
  • Cooperate in following daily transportation schedules and designated routes
  • Organize and operate transportation services on a 24-hour basis, ensuring timely passenger pick-up from designated locations through appropriately scheduled shift drivers and structured shift patterns

 Fleet and Vehicle Requirements – The fleet requirements specified in this document are indicative and may be adjusted further as required.

The Service Provider shall provide a fleet consisting of the following vehicle types:

  • 45-seater buses
  • Minivans with 9 to 12 seats
  • Light vehicles

All vehicles must:

  • Meet the reliability, maintenance, and inspection standards of both the Government of Mongolia and Oyu Tolgoi
  • Be covered by comprehensive insurance, including coverage for damages, accidents, and liabilities
  • Be supported by a robust maintenance plan, an effective management system, and all necessary tools and equipment

 Driver and Service Standards

Drivers assigned to the fleet must hold valid professional driver’s licenses issued in Mongolia. They must possess sufficient experience and strictly adhere to the Company’s Driver Requirements.

 Team Requirements

The Service Provider must provide a qualified team for each operational shift, including:

  • An experienced management team
  • A trained and certified Health, Safety, and Environmental Protection (HSEP) team

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Audited Financial statement from last 3 years (copy)*
  • Brief introduction of company (copy)*
    • Ownership/ shareholder information such as Company charter (copy)*
    • Executive team structure/ introduction (copy)*
    • Organization structure & Total manpower (copy)*

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

  • Scope specific experience
  • Customer reference (at least 2) if applicable
  • Special licenses / permits (copy) if applicable
  • Human Resources Policies and Procedures (copy)
  • Resources and Capacity (number of trucks, vehicle, bus etc).

 Any interested suppliers who wish to participate in the EOI, must be registered in “Oyu” supplier database.  If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5.00 pm (Ulaanbaatar time), 2nd September 2025.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
