“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Glycol – heat transfer fluid.
[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs].
Scope description
The supplier is required to supply the heat transfer fluid-glycol, but not limited to, complied with following technical specification, type, consumption and quality:

- The glycol should be highly biodegradable or little threat to the environment when spilled.
- Performance additives need to be compatible with the Dowfrost HD Heat transfer fluid, dyed
- Chemically compatible with the Dowfrost HD Heat transfer fluid, dyed
- Minimized impact to environment in case of spills and for the technicians handle the system.
- No impact on the equipment life span, corrosion level, and inhibitor and its operation when used.
2. Technical support. The supplier shall provide the technical assistance on following areas, but not limited:
- advises on usage and storage of new glycol, details of product, if glycol changed.
- data analysis and monthly test results of samples,
- recommend the required actions for avoidance of inconsistency
- recommend re-use of glycol that has reached abnormal performance due to chemical and other technical impurities.
3. Consumption

Depending on glycol quality and commissioning of new equipment or facilities, the consumption quantity varies, however, the supplier is required to provide the correct type of glycol in a timely manner without any change in manufacturer, type, specification, or manufactured country.
Proposing glycol should be compatible when mixing with current glycol. Annual usage estimates around 20,000 liters.
Whole changeover is expected in every 2-3 years based on test result made by Third party laboratory, approximately 130,000 liters of glycol is required for the changeover when mixing by 50/50 percent glycol and water, and additional volume may be required for overhaul system maintenance when needed.
4. Product Quality
The supplier must send the original manufacturer’s letter of the certified laboratory test result on the mixtures (the supplier’s suggested glycol with mixing percentages such as 10%, 30%, 50%, 70% with current in system glycol), stability, freeze point, heat transfer efficiency, and corrosion protection.
The test result is requested to mix the proposed glycol with current glycol (Dowfrost HD Heat transfer fluid, dyed) and show the outcome or changes in stability, freezing point and heat transfer efficiency.
Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentation/information:

- State registration certificate (copy)*
- HSE policy & procedures (copy)*
- Business Code of Conduct (copy)*
- Audited Financial statement from last 3 years (copy)*
- Brief introduction of company (copy)*
- Ownership/shareholder information such as Company charter (copy)*
- Executive team structure/introduction (copy)*
- Organization structure & Total manpower (copy)*
* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.
Scope specific documents:
- Scope specific experience
- Customer reference (at least 2)
- Details showing capability to supply as per scope set above
- Details of glycol storage information (sunlight, wind, humidity and temperature details) in Mongolia
- Distributor/ Dealer official certificate, if applicable (copy).
Any interested suppliers who wishes to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.
EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5:00 PM (Ulaanbaatar time), 28 April 2025.

- The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
- The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
- The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
- The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
- There will be no Questions and Answers provided during the EOI process.
