Supply of Fire Extinguishers and their Maintenance Services

 “Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to Supply of Fire Extinguishers and their Maintenance Services.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

Scope description:

The supplier will be required to carry out all, but not limited to, the following work:

  • Supply of ABC and CO2 Fire extinguishers and their spare parts and items.
  • Service the Company’s fire extinguishers (inspect, tag, recharge, replace):
Surface Underground
Supply of 2 supervisors and 3 technicians to conduct the following tasks: Supply of 8 technicians to conduct the following tasks:
  • Inspecting, tagging, recharging and disposing in compliance with AS1851-2012 (Australian Standard) or equivalent AS/NZS 1841.1-2007 (US/European standard) or MNS 6413-2013 and MNS 5566-2005 (Mongolian Standard), NFPA 10 Standard for Portable Fire Extinguishers.
  • Ensure inspecting and tagging services comply with Australian standard AS 1851-2012 or equivalent (MNS 5566:2005, MNS 6413-2013, US/European), NFPA 10 Standard for Portable Fire Extinguishers.
  • Ensure recharging services comply with Australian standard AS 1851-2012 or equivalent (MNS 5566:2005, MNS 6413-2013, US/European, NFPA 10 Standard for Portable Fire Extinguishers.
  • Ensure replacing services comply with Australian standard AS/NZS 1841.1-2007 or equivalent (MNS 5566:2005, MNS 6413-2013, US/European).
  • Fire Extinguishers shall comply with the following standards:
    • ISO 4706:2023– Gas cylinders — Refillable welded steel cylinders — Test pressure 60 bar and below
    • ISO 9227:2022 (Amd 1:2024) Corrosion tests in artificial atmospheres — Salt spray tests
    • ISO 2178:2016 Non-magnetic coatings on magnetic substrates — Measurement of coating thickness — Magnetic method
    • ISO 2808:2019 Paints and varnishes — Determination of film thickness.
  • Remove and dispose of used fire extinguishers per Mongolian laws and Company standards, NFPA 10 Portable Fire Extinguishers standard and ISO 14001 Environmental Management.
  • Fire extinguishers must be inspected and tagged at least every 2 months or as per relevant standards. “Out of test” extinguishers must be re-tested, recharged, and/or replaced.
  • The Service Provider must inspect fire extinguishers at the Sites according to Australian standards AS 1851-2012 and AS/NZS 1841.1-2007 or equivalent (US/European).
  • Depending on inspection outcomes and subject to approval by the Company’s safety personnel, fire extinguishers may need to be recharged and/or replaced.
  • The Service Provider acknowledges the Company holds many extinguishers for real situations and training, requiring recharge and re-tagging services.

 

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentation/information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Audited Financial Statement from last 3 years (copy)*
  • Brief introduction of company (copy)*
    • Ownership/ shareholder information such as Company charter (copy)*
    • Executive team structure/ introduction (copy)*
    • Organization structure & Total manpower (copy)*

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

  • Scope specific experience
  • Customer reference (at least 2)
  • Special permit (copy)*.

 

Any interested suppliers who wishes to participate in the EOI, must be registered in Oyu or OASIS supplier database. If you have not registered in Oyu database, please register to new OASIS system https://oasis.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via Oyu or OASIS supplier database system before 5:00 PM (Ulaanbaatar time), 17 September 2025.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
