“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and experienced suppliers to submit their Expression of Interest (EOI) in relation to the supply of Supply of Engineering Service for Hazardous Area Classification Study.

The supplier will be required to carry out all of, but not limited to, the following work.
Scope description:
The purpose of this Expression of Interest (EOI) is to find the experienced engineering consultant or contractor capable of providing OT with comprehensive engineering consultancy services for a Prefeasibility Study (PFS) for the Hazardous Area Classification Study. The scope includes conducting a detailed assessment to classify areas at the OT site that handle flammable gases, vapors, and combustible dust. The assessment will involve several key steps to ensure proper classification, documentation, and management of hazardous areas in compliance with OT and international standards.
The Consultant should have the following qualifications and present a concise statement demonstrating their capability to perform the required services:
- Expertise in hazardous area classification, with a proven track record on similar projects.
- A study team with extensive experience in hazardous area classification and engineering studies.
- Required Certifications: The Consultant must hold the following certifications and be authorized to perform services in hazardous areas.

Key Components of the Scope of Work:
Initial Assessment:
- Collect and review documents (site plans, safety data sheets, etc.) to identify hazards.
- Inspect the facility to find potential hazardous material sources.
- Assess current electrical equipment for compliance in hazardous zones.
Classification Study:
- Conduct a detailed analysis to classify areas based on fire/explosion risks.
- Identify hazardous zones per IEC standards.
PFS Design Drawings and Material Take Off (MTO):
- Develop preliminary design and engineering drawings, along with MTO, to evaluate the scope, cost, and schedule for proposed improvements.
- Conduct an options analysis to determine the best course of action.
Risk Assessment:
- Evaluate the likelihood of hazardous events and their potential consequences.
Consultation and Training:
- Hold consultations for safety improvements and train staff on classifications.
Documentation and Reporting:
- Provide detailed reports with findings, zone maps, risk assessments, and recommendations for equipment upgrades and safety measures.
Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations/information:
Mandatory documents:
- State registration certificate (copy)*
- HSE policy & procedures (copy)*
- Business Code of Conduct (copy)*
- Audited Financial statement from last 3 years (copy)*
- Brief introduction of company (copy)*
- Ownership/ shareholder information such as Company charter (copy)*
- Executive team structure/ introduction (copy)*
- Organization structure & Total manpower (copy)*
* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.
Scope specific documents:
The Consultant must submit a concise statement demonstrating their ability to successfully perform all required services, including but not limited to:
- Areas of Expertise/Experience: Particularly in hazardous area classification, including relevant experience on similar projects. A list of previous, comparable projects should be provided.
- Proposed Study Team: Include details on the study team and key personnel. CVs and copy of the qualification documents should be provided.
- Required Training and Authorizations: The Consultant must have completed the necessary training listed above and hold authorization to perform these services. Copy of the relevant certifications must be provided.
Any interested suppliers who wish to participate in the EOI, must be registered in “Oyu” supplier database. If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.
EOI documents must be prepared in Mongolian or English and must be submitted via “Oyu” Supplier database before 5.00pm (Ulaanbaatar time), 20 November 2024.

- The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
- The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
- The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
- The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
- There will be no Questions and Answers provided during the EOI process.
