Supply of Diesel Fuel

 “Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to the supply of diesel fuel.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs.]

Scope description:

The supplier is required to supply diesel fuel with following technical specification and minimum requirements:

Minimum requirements of fuel supply (herewith referred to as “Supply”):

Products Ultra-Low Sulfur Diesel Fuel (ULSD), Euro-5 standard

not exceeding 10 ppm mass percent sulfur content
Supply volume Ultra-Low Sulfur Diesel Fuel (ULSD), Euro-5 standard – approximately 100,000,000 litres per annum

Note: This volume may be awarded to multiple suppliers at the discretion of the Company.
Storage capacity Ownership or lease of fuel tanks and/or storage facilities capable of ensuring uninterrupted delivery of the required fuel volumes, with the ability to provide additional storage capacity if requested by the Company.
Delivery point Oyu Tolgoi Mine Site located in Khanbogd Soum, Omnogovi Aimag, approximately 620 kilometers south of Ulaanbaatar, Mongolia.
Delivery schedule 5-7 trucks per day (based on pre-agreed monthly schedule)
Equipment Each truck and trailer must be equipped with an appropriate dispensing system, proper filtered breathers, additional filtration systems, a tanker passport, and certification as per the applicable regulatory standards
Quality compliance The quality of fuel must meet the specifications required by the Company. The quality passport against all applicable certificates must be enclosed with each delivery

Fuel analysis must be performed in accordance with ASTM or MNS standard methods in accordance with the Specification
Licence to Operate All applicable licences and permissions in relation to fuel import, transport, storage, and wholesale must be valid for a minimum of 3 years

 

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentation/information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Audited Financial statement from last 3 years (copy)*
  • Brief introduction of company (copy)*
    • Ownership/ shareholder information such as Company charter (copy)*
    • Executive team structure/ introduction (copy)*
    • Organization structure & Total manpower (copy)*

* If the latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope-specific documents:

  • Scope specific experience
  • Customer reference (at least 2)
  • Applicable license and permissions (Import, Transport, Storage, and Wholesale)
  • Source(s) of Euro 5 diesel (include refineries and trading partners)
  • Volume availability and annual supply capacity
  • Detailed information on storage facilities, including but not limited to capacity, locations, commissioning documents, and applicable permits.

 

Any interested suppliers who wish to participate in the EOI must be registered in the “Oyu” supplier database.  If you have not registered in the “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via the “Oyu” Supplier database before 5.00 PM (Ulaanbaatar time), 27 August 2025.

Important notice:

  • The Company is only seeking an Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored on internet storage or in any other webpages or links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
