Supply of Consultancy Service for an Independent Secretariat of Tripartite Council

Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential and/or experienced suppliers to submit their Expression of Interest (EOI) in relation to supply of “Consultancy Service for an Independent Secretariat of Tripartite Council”.

 

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs].

 

 

The supplier will be required to carry out all, but not limited to, the following work:

 

 

Scope description:

 

The Tripartite Council (TPC) was established in 2015 to collaboratively address the concerns of herders impacted by the Oyu Tolgoi project. In 2012, these concerns were lodged as the formal complaints to the Office of Compliance Advisor (CAO) of the World Bank.

 

During the complaints closure the Herder Complaints Resolution Agreements (HCRCs) #1 and 2 were signed by three parties. The TPC was specifically tasked to implement the measures outlined in the HCRAs. The council includes representatives from the local government of Khanbogd soum, herders and Oyu Tolgoi LLC. The council is governed by its Charter and associated regulations.

 

As outlined in Section of the TPC regulations, an independent secretariat can be employed with the tasks on ensuring the effective execution of the Council’s planned activities, as well as enhancing its governance and transparency. To fulfill this role, an organization will be selected to appoint an independent secretariat and facilitator who will provide technical support and assistance in implementing the HCRAs.

 

To implement the HCRAs successfully during 2025-2027, the Council will engage professional facilitators and secretarial staff to maintain high-level organization of its activities, ensuring that it meets the agreements’ obligations within the designated timeframe. The objectives include:

  • Enabling effective participation of the Tripartite Council’s Executive Unit members in Council meetings.
  • Enhancing governance and transparency within the Tripartite Council through improved information sharing and auditing processes.
  • Strengthening the capacity of Tripartite Council members and project implementers to ensure effective compliance with all provisions of the Herders’ Complaint Resolution Agreements.
  • Sharing best practices with others to contribute to sustainable development of KB soum.

The team shall include a secretary and facilitator at minimum. The secretary will be based in Khanbogd soum of Umnugovi aimag and work on regular work hours.

Requirements for a Secretary:

  • Bachelor’s degree or higher in Public Relations, Business administration or a related field
  • At least 3 years’ experience in document processing and archiving
  • Ability to adapt flexibly
  • Ability to work in a team
  • Ability to monitor and oversee project implementation
  • Skills in analysis and problem-solving
  • Proficient in MS office applications
  • Strong oral and written communication skills in both Mongolian and English.

Requirement for a Meeting Facilitator:

  • Bachelor’s degree or higher in Public Relations, Business Administration, Project Management, or a related field
  • At least 5 years of experience in leadership and organization
  • Minimum of 5 years of experience in effective collaboration, communication, and negotiation with stakeholders
  • Experience in conflict resolutions and negotiations
  • Ability to ensure inclusiveness and engagement
  • Ability to lead discussions and reach consensus
  • Strong oral and written communication skills in both English and Mongolian
  • Proficient in MS Office applications.

 

 

Interested and experienced suppliers are invited to submit their EOI and must include/attach, as a minimum, the following documentations/information:

Mandatory documents:

  • State registration certificate (copy)*
  • Business Code of Conduct (copy)*
  • Audited Financial statement from last 3 years (copy)*
  • Brief introduction of company (copy)*
    • Ownership/ shareholder information such as Company charter (copy)*
    • Executive team structure/ introduction (copy)*
    • Description of previously partnered organizations and previous experience*
    • Brief resumes of team members and specialists involved in the work

* If latest copies are already uploaded in “Oyu” Supplier Database, please make a note in the submission document(s) and no need to re-submit.

Scope specific documents:

  •  Scope specific experience
  • Customer reference (at least 2)\
  • Special license if you have.

 

Any interested suppliers who wish to participate in the EOI, must be registered in “Oyu” supplier database.  If you have not registered in “Oyu” database, please register at https://oyu-supplierdatabase.ot.mn/.

EOI documents must be prepared in Mongolian and/or English and must be submitted via “Oyu” Supplier database before 5:00 PM (Ulaanbaatar time), 09 December 2024.

Important notice:

  • The Company is only seeking Expression of Interest from potential suppliers and makes no representation or promise in relation to procuring work from a supplier or suppliers.
  • The Company reserves the right to refuse any document(s) which is incomplete or submitted after the specified date & time.
  • The Company will not accept any EOIs stored in internet storage or in any other webpages and links.
  • The Company will not be responsible for any costs associated with preparing and submitting an Expression of Interest to the Company.
  • There will be no Questions and Answers provided during the EOI process.
