Permanent Power supply to the Khanbumbat Airport

“Oyu Tolgoi” LLC (the ‘Company’) would like to invite potential experienced suppliers to submit their Expression of Interest (EOI) in relation to supply of “Permanent Power Supply to the Khanbumbat Airport”.

[An EOI is only a preliminary step to a formal tender process to understand and identify whether there are potential suppliers in the market that are interested in and capable of satisfying the procurement needs]

The supplier will be required to carry out all of, but not limited to, the following work

Scope description:

  • To provide permanent power supply to the airport from current diesel generator sets by extending the existing OSBL 35kV OHL to the Khanbumbat Airport with the intent of improving the quality of power supply to the electrical loads of the Airport facilities, with tasks including:
    • Scope surveillance, evaluation and recommendation
    • Basis of design development including geotechnical and topographical surveys
    • Detailed design deliverables approved by Expertize
    • Government permits application and approval
    • Design submittal
    • Construction/implementation, commissioning, and hand over.
  • Detailed tasks including:
    • 4.7 km extension of 35kV power line from tee-off point of the OSBL 35kV OHL to the new take-off tower
    • 1.5 km extension of 35kV power line from new take-off tower to the new ancillary substation at the Airport with 35kV XLPE armored power cable laid underground
    • New ancillary substation with 1000kVA 35/0,4kV pad mounted transformer to link with new 0.4kV E-Room
    • New installation of 0.4kV E-Room with Automatic transfer switch panels
    • OPGW along the 35kV OHL and underground laid fiber optic cables to allow extension of the OT ICT communication backbone.

Interested and experienced suppliers are invited to submit their EOI by attached “EOI submission checklist” and must include/attach, as a minimum, the following documentations / information:

Mandatory documents:

  • State registration certificate (copy)*
  • HSE policy & procedures (copy)*
  • Business Code of Conduct (copy)*
  • Financial statement from last 3 years (copy)*
  • Brief introduction of company
  • Ownership/ shareholder information
  • Executive team structure/ introduction

Scope specific documents:

  • Scope specific experience
  • Customer reference (at least 2)
  • Special licenses (copy)
  • Manpower introduction/key personal CVs
